Delhi prisons have taken strides in the reformation and rehabilitation of the prisoners and there are continuous efforts on the part of Prison Administration to channelies the energy of the prison inmates towards the positive causes. The Jail Administration runs various vocational and technical programmes for skill development, reformation and rehabilitation of inmates, in various units such as Carpentry, Weaving (Handloom and Powerloom), Tailoring, Chemical, Paper, Food Processing, Pottery, Shoe Making & Bakery (Tihar Baking School).
Carpentry Unit :
This is the largest section of Jail Factory, providing training to around 400 inmates at a time. This unit manufactures diverse range of furniture like school Dual Desks, Office Furniture, Household Furniture etc. the products are supplied to schools of Directorate of Education-Govt. of Delhi, Industrial Training Institutes (it is), Polytechnic Colleges, Department of Social Welfare and other private organizations. The turnover of this unit for the financial year 2009-10 is Rs.6.50 crores.
Jail Factory has received an order from Directorate of Education, Govt. of NCT of Delhi for supply of 60,000 Dual Desks to be used in all the govt. Schools. The total value of the order is Rs.12 crores. Directorate of Education and Tihar Jail Factory are in the process of signing a Memorandum of Undertaking for supply of entire production of Dual Desks to the schools of Directorate of Education on a long term basis.
Weaving Unit :
Weaving unit consists of 12 Powerlooms and 52 Handlooms. It manufactures cloth for Prison Staff and Prisoners Uniform, Dari, Khes, Plain Cotton Cloth, Terrycot Cloth, Handkerchief, Duster, etc. Around 60 inmates are working in this unit. The turnover of this unit for the financial year 2009-10 is Rs.50 lacs.
Tailoring Unit :
Tailoring unit imparts vocational training to 40 inmates in modern stitching. It manufactures Uniform for staff, Kurta Pyjama for inmates, Cotton & Terrycot Shirts, Coats, Trousers, Handkerchief, Salwar Suits, Apron, Mouth Mask etc. The turnover of this unit for the financial year 2009-10 is Rs.20 lacs. Jail Administration has tied-up with renowned fashion designers for adoption of innovation & latest trends in the market.
Chemical Unit :
Around 25 inmates work in this unit at a time. It manufactures Mustard Oil and Phenyl with by product a Khal. The turnover of this unit for the financial year 2009-10 is Rs.1.25 crores.
The above growth is possible with the close participation of convicts and the Jail staff and NGO's. Different articles ranging from confectionaries items to Furniture, Carpets, Oils and soaps etc. are under the T. J. brand.
Paper Unit :
This eco-friendly unit imparts training in the art of hand made paper. It employs around 60 inmates at a time. It manufactures beautiful hand-made papers, fancy paper bags, file covers, file boards, envelops, carry bags, file folders etc. The turnover of this unit for the financial year 2009-10 is Rs.25 lacs.
Food Processing Unit :
Pickle/Papad, Vermicelli (Sewian) etc. are made in this unit by female inmates.
Pottery Unit :
Designer Pottery and Ceramic products are produced.
Show Making Unit :
This unit has been started in December, 2009. It provides training of show stitching and shoe making to 50 inmates.
Tihar Baking School :
Tihar Baking School is the flagship unit of Jail Factory and was started in 1995. It produces Bread, Bakery Biscuits, Buns, Cake (Muffins), Cake Rusk, Namkeens, Namakpaare, Wafers, Patties etc. Bread and Bakery biscuits are being supplied to 12000 inmates as a part of thier daily diet. The bakery products are available to inmates through prison canteens. These products are also being supplied to various government departments including Delhi Secreatariat, Gandhi Samriti Sansthan Rajghat as well as sold in the open market.
Around 60 inmates are working in this unit. The turnover of this unit for the financial year 2009-10 is Rs.1.30 crores. Threre has been a considerable increase in the annual turnover of products manufatured in Jail Factory.The target for current financial 2010-2011 is Rs.10 crores and for financial year 2010 is 20 crores.
There has been a consistent increase in the employment of inmates in Jail Factory. It is expected that more than 700 inmates would be employed in the current financial 2009-2010.

Jail Factory has been awarded three ISO Certifications in January 2009 :
Quality Management System ISO 9001 : 2008
Environment Management System ISO 14001 : 2004
Occupational Health and Safety Management System ISO 18220 : 2007
ISO Certifications were awarded for proper documentation & maintenance of records, accuracy of instruments, pollution control & hygienic environment, adequate provision of safety measures for workers, regular medial checkup etc.
Prisoner's Wages :
The inmates employed in factory are provided wages at the rates prescribed by Government of Delhi as follows :
Skilled Worker : Rs.52 per day
Semi-skilled worker : Rs.44 per day
Unskilled worker : Rs.40 per day
Marketing of Products :
The products of Jail Factory are sold at various outlets in Delhi :
Tihar Haat - Jail Road, Hari Nagar, Tihar Hut - Gate No.3, CPRO, Tihar Jail, Delhi Secretariat, Gandhi Smriti Sansthan, Besides it, the products are also displayed and sold at various prestigious exhibitions like Indian Internation Trade Fair (IITF), Delhi Hatt, British High Commission etc.
Now Jail products are also available at the outlets of Delhi Khadi & Village Industries Board (DKVIB), Govt. of Delhi.
Tihar Jail products caters to the requirement of various Departments of Govt. of Delhi such as Directorate of Education, Social Welfare Department, Industrial training Institutes, Polytechnic Colleges, Delhi High Court, District Courts of Delhi, Navy and Parliament House, various Corporations and Tribunals etc.
The Prison Department has also taken up with Hon'ble Delhi High Court for the opening of outlets in the premises of High Court and District Courts of Delhi.
Now Jail products are also available at the outlets of Delhi Khadi & Village Industries Board (DKVIB),Govt. of Delhi.

New Sales Outlets has been opened in the campus of Delhi High Court, Tis Hazari Courts, Rohini Court, & Dwarka Court etc.
Proposed New Sales Outlets at Saket Court Complex, Karkarduma Court Complex & at Delhi Secretetariat is going to be opened soon.
Under Public Private Partnership, 2 units, namely Shoe making unit & Sports Wear manufacturing units has been started operating in the Jail Factory.
1. Shoe Making Unit: This unit has been started in December,2009. It provides training of shoe stitchingand shoe making to 60 inmates. The parent company M\s DEIEM (India) Pvt. Ltd. as per theMOU entered between the Jail department inmates in their factory in Delhi, after they are released from the prisons.
2. Sports Wear Unit: This unit started functioning in October 2010 and impart training to imates for designing, cutting, stitching of different types of track suits, Sports knickers etc. Under the MOU the parent company M\s Century Pvt. Ltd. will provide employment opportunities to the interest inmates in their factory in Delhi, after they are released from the prisons.
