1. What is the vision of the Prisons Department?

arrow To provide for the safe and secure detention of the prisoners committed to Prison custody.
arrow To provide for the reformation and rehabilitation of prisoners.
arrow To provide for Basic Minimum facilities to prisoners to maintain human dignity.


2. What is the Mission of Prisons Department?

arrow To provide minimum standard of living/treatment to the prisoners remanded to judicial custody and at the same time to reform /rehabilitate them by involving them in various vocational, spiritual, educational activities so that they become useful citizen of the country after their release.


3. What is the organization set up of Prisons Department?

arrow The Director General of Prisons, Delhi is the Head of the Prison Department and is assisted by Addl.I.G.(P) and Deputy Inspector General of Prisons. A Jail Superintendent heads each jails and Deputy Superintendents, Assistant Superintendents, Head Warders and Warders assist him.
arrow The custodial duties of the prisoners are performed by the Jail Staff where as the external security, Patrolling, search etc. are taken care by Tamil Nadu Special Police, ITBP and Central Reserve Police Force.
arrow A Battalion of Delhi Armed Police handles the escorting of the prisoners to the courts/hospitals etc.
arrow A Resident Medical Officer heads the Medical Administration of all Jails. Senior Medical Officers head the Medical administration of each jail assisted by Medical Officers and other para-medical staff.

5. What are the working hours for office and public ?

arrow Working hours in PHQ
arrow 9.30 a.m. to 6.00 p.m. – Monday to Friday

Working hours for Mulakat with Prisoners 
arrow 9.30 a.m. to 1.00 p.m. (Mulakat by relatives & friends)
arrow 3:00 PM to 3.30 PM (Mulakat with Advocate/counsels & Embassy officials).
arrow No public meeting on Saturdays, Sundays and Holidays


6. What type of services are being provided?

arrow Safe detention and release of prisoners;
arrow Wholesome and hygienic food to prisoners,
arrow

Arranging interviews of prisoners with their relatives/friends;

arrow Visitor management system/tele-booking of interviews
arrow Education, spiritual, vocational and recreational activities for the prisoners in association with reputed NGOs;
arrow Specialty and super specialty medical care to prisoners lodged in jails,
arrow Creche facilities to the children staying with female prisoners,
arrow Free Legal Aid to Prisoners
arrow Holding of Special Courts for the confessing undertrials in petty offences
arrow Video Conferencing between courts and jails for extension of judicial remand.


7. What is the Mechanism for redressal of grievances ?

arrow General Public can meet concerned jail Supdt., DIG(P) and DG(Prisons) in connection with any of their grievances on all working days
arrow DG (Prisons) petition box is circulated in all jails through the Petitions officer for speedy redressal.
arrow DIG(P) is the Vigilance officer – all complaints can be addressed to DG/DIG.
arrow Sampark Sabha by DG and Superintendents
arrow Panchayats of prisoners in each jail by Supdt Jail and Mahapanchayat with DG (Prisons).
arrow Visit of official and non-official visitors.
arrow Monthly visit by designated Addl. Sessions Judges who have their own petition boxes also.
arrow Fortnight visits by District Magistrates/Addl. District Magistrates.
arrow Grievance Redressal Committee U/S 57 of the Delhi Prisons Act, 2000 has been constituted in each jail – Appeal lies to DIG (P)
arrow Petitions to trial courts – prisoners can petition about their grievances.


8. How Right to Information Act is implemented in Delhi Prisons?


For Right to Information Act, 2005 each Jail Supdt. is Public Information Officer for the concerned Jail and Superintendent(PHQ-I) is Public Information Officer for Prisons Head Quarters and RMO is Public Information Officer for Medical Deptt.The 1st Appellant Authority is the Dy. Inspector General (Prisons) for all Public Information Officer’s. 


All the Deputy Superintendents are Assistant PIO of their respective jails and Sh. Jorawar Singh, Welfare Officer, Legal Branch, PHQ is the Assistant PIO for Prison Headquarters.

arrow Holding of Consular access for the Pakistani prisoners in the presence of Senior Pakistani Embassy officials.


10. What is the Jail Wise Lodging and the days fixed for Mulakat?


LODGING OF PRISONERS


Jail No.1:

All Prisoners whose name start with alphabet 'S'  & 'Y' and Blood Relation. All detenues except NSA.
Jail No.2:  All Convicts sentenced to 10 years and above. All detenues under NSA, PSA and Civil prisoners.
Jail No.3: 

 All Prisoner whose name start with alphabet B, V, C, D, E, F & G

Jail No.4:  All Prisoner whose name start with alphabet A & R.
Jail No.5:  All convicts sentenced less than 10 years.
Jail No.6:  All female Prisoners.
Jail No.7:  All adolescent prisoners whose age group is 18 to 20 years. Such prisoners shall be shifted to their respective jails as per this schedule of lodgement on completion of 21 years of age.
Jail No.8/9:  All Prisoners whose name starts with J & Z and L, M & N.
Rohini: 

All   Prisoners whose name starts with alphabet H, I, K Q, O, P, T, U & W.
