Grant-in-Aid to Delhi Pollution Control Committee.

Delhi Pollution Control Committee(DPCC) is a regulatory body under the Department of Environment, Govt. of NCT, Delhi.  DPCC looks after various aspects of pollution from industries, hazardous waste generation, bio-medical waste besides creating mass awareness activities for mobilizing public participation in environmental protection and pollution control activities. For efficient monitoring of pollution and its control, DPCC takes urgent steps to combat the pollution menace and to improve the overall environmental quality of Delhi.

 
11th Five Year Plan (2007-2012) and Annual Plan (2007-2008):
1. Name of the Scheme/Project Grant-in-aid to Delhi pollution Control Committee
2. Aim and objective of the Schemes To provide Grant-in-aid Delhi Pollution Control Committee for:
  1. Implementation of various pollution Control Acts, Rules and Directions of Hon'ble Supreme Court on pollution issues.
  2. Monitoring of various Environmental Parameters of air, water and noise pollution levels.
  3. To conduct various studies w.r.t data generation on various environmental and pollution control components.
  4. Financial assistance for pollution abatement/ waste management in Delhi.
3. Cost of the Scheme/ Project, Major components and date of approval Cost of scheme: 400 Lakhs(This amount is the 50% contribution by the Govt. of Delhi and rest will be borne by DPCC)
Major components are:
  1. Installation of Permanent Automatic online Ambient Air Quality Monitoring Station with display systems at three locations.
  2. Study of Particulate matters and indicator gases in the ambient air in respect of concentration, size, composition and impact on seasonal basis in Industrial area, Residential area, Commercial Area, sensitive area and landfill sites.
  3. Installation of online water quality monitoring stations at three locations in Yamuna rivers (upstream of Wazirabad; downstream of Wazirabad and at near Okhala Barrage).
  4. Ground water quality monitoring in Delhi Region.
  5. Installation of online Ambient Noise Level System.
  6. Inventory of Hazardous Waste generation & illegal HW dump site in Delhi.
  7. To generate back up support and device adequate authorization procedures for Manufacturers, Extractors, Recyclers for E-waste management and Developers for E-waste disposal facility.
  8. Establishment of carbon credit cell for assessment of carbon credit.
  9. Environment awareness in Industrial areas.

  2. Approved outlay 10th Plan (2002-07) : 500 lakhs
  3. Expenditure incurred during 2002-03 to 2005-06: 45 lakhs
  4. Outlay & Anticipated Expenditure during 2006-07: 10 lakhs

7. Physical Targets & Achievements for previous plans Targets of 10th Plan:
  • Implementation of various pollution Control Acts, Rules and Directions of Hon'ble Supreme Court on pollution issues.
  • Identification of Pollution Units in Delhi in continuous manner
  • Grant of Authorization to various Hospitals as per Biomedical Waste rules.
  • Monitoring of various environmental parameters of air, water and noise pollution levels.
