 A. Municipal Solid Waste
 

In Delhi, 5 Municipal Authorities are responsible for Municipal solid Waste Generation and Management. Total 8360 TPD MSW generated daily in Delhi.


There are 3 landfill sites namely Bhalswa land fill site, Ghazipur sanitary land fill site, Okhla sanitary land fill site. Bhalswa Land fill site commissioned in the year 1994, whereas Ghazipur in 1984 and Okhla in 1996. These landfill site are not designed as per the schedule 3 of the MSW rules. In absence of availability of landfill sites, all the 5 Municipal Bodies are using these three sites for illegal disposal of MSW.

A 500 Kg Biogas plant at Delhi Secretariat based on BARC Nisargruna Technology is utilizing Kitchen/ Horticulture waste from Secretarait premises itself for providing biogas for using it as a substitute for LPG for cooking purpose in the Cafeteria kitchen.

The Department of Environment, GNCTD in collaboration with GIZ has already conducted 5 awareness workshops on Management and Handling of E-waste with Bulk generators of E-Waste i.e. Schools, Colleges, Hospitals, State Government Departments, PSUs, Banks, bilateral and Multilateral agencies in order to make them aware of the various provisions of the E-waste rules 2011, mainly with respect to disposal of E-waste.

 

  • The implementing agency for these rules in Delhi is Delhi Pollution Control Committee (DPCC).
  • Central Pollution Control Board (CPCB) has issued the guidelines for implementation of E-Waste (Management and Handling) Rules, 2011.
  • 65 E-waste collection bins were distributed to 10 schools within NDMC areas and various Central & State Government offices.
  • Besides these, DPCC has authorized 21 collection centres have been issued Authorization and consent to operate by DPCC. Besides, 55 unit producers have obtained authorization under E-waste Rules from DPCC
  • Awareness/collection drive on E-waste is conducted in 200 Eco-club schools with regards to handling and disposal of E-waste in collaboration with Nokia and GIZ.
  • Any violation of the provisions is punishable as per the provisions of section 15 of the Environment Protection Act, 1986 which may attract fine upto Rupees One Lakh or imprisonment for a maximum period of five years or both.
D. Plastic Waste


According to the present scenario about 650 TPD of plastic waste is generated in Delhi. Plastic waste especially carry bags has been creating nuisance in Delhi despite over 12 years of massive awareness campaign “Say No To Plastic Bags”. Hon’ble High Court of Delhi had passed a judgment in August 2008 for imposing ban on plastic carry bags in main markets, local shopping centers, etc. subsequent to which Government of Delhi had issued a notification on 07.01.2009, but the situation continued to worsen even after three years of issue of this notification. In light of this, Government of Delhi has imposed ban on manufacture, sale, storage, usage, import and transport of plastic carry bags in NCT of Delhi vide Notification dated 23.10.2012.


This notification has been challenged in the Hon’ble High Court of Delhi by All India Plastic Industries Association and the matter is still pending with Hon’ble High Court and therefore no implementation as on date.


As per Rule 11 of Plastic waste (Management and handling), Rules, 2011, a State Level Advisory committee to monitor the implementation of these rules has been constituted Secretary, Department of Urban Development.
