 A. Municipal Solid Waste
 
7000 MT MSW generated daily in Delhi. MSW generation will be 9000 MT by 2009.
   
Govt. intends to convert 3500 Tons of MSW per day into Power and Compost, in 3 projects through MCD and NDMC
   
Timarpur: 650 Tons per day MSW with output of 225 Tons per day RDF
   
Okhla Plant : 1300 Ton per day MSW providing 450 Tons RDF. This includes NDMC SWM project as well. Electricity generation capacity is 16 MW.
   
Okhla and Timarpur projects have been awarded to M/s Jindal Urban Infrastructure Limited.
   
Ghazipur: 1300 Ton per day MSW with output of 450 Tons RDF. This is under process & is expected to be done by 2010. Electricity generation capacity is 10 MW.
   
MCD Compost Plant at Bhalaswa Sanitary Landfill Site: Composting is being done for 500 MT/day.
   
MCD Compost Plant at Narela-Bawana Sanitary Landfill Site: Composting will be done for 500 MT/day and plant will be operational by 2009.
   
Compost Plant at Okhla: Okhla compost plant of MCD is being upgraded to 200 Tons per day by ILFS Ecosmart. Work is in progress and expected to operational by May 2008.
   
APMC: Existing Compost plant of capacity 125TPD is being upgraded to 200 TPD. Commissioning of plant expected by July ’08.
   
The MCD proposes to develop engineered landfill site at Jaitpur, Narela-Bawana and Bhatti Mines.
   
The world bank has sanctioned grant under Japan’s Policy and Human Resource Development (PHRD) scheme for gas recovery and reuse to the Municipal Corporation of Delhi.
   
Pilot project for converting kitchen waste into compost is being undertaken by the Delhi Govt. at the Delhi Secretariat canteen. This may be replicated in all colonies by RWAs, and also installed in Hotels/ Hospitals/ Hostels to handle large scale kitchen waste. Maurya hotels have installed 3 OWCs for 3 of their kitchens. Tremendous potential in Group Housing Societies to reduce the burden on MCD dhalaos
   
B. Biomedical Waste
 
8.5 Mt per day biomedical waste generated from hospitals and health care establishments.
   
Two private waste operators are collecting such waste from more than 2,000 small clinics, dispensaries, nursing homes and hospitals.
   
Hospitals have installed 17 incinerators, 20 autoclaves and 2 microwaves to treat the waste, but many are outsourcing their waste to the two private developers.
   
C. Electronic Waste
 
There are 5 processes involved in E-Waste.
     
  1. Collection of waste both electrical and electronic equipments
  2. Dismantling
  3. Extraction of Precious Metals.
  4. Recycling/Reuse
  5. Final disposal of e-waste residue in authorized landfill (TSDF).
     
Recently, CPCB has issued latest guidelines for e-waste management. DPCC has issued an EOI for authorizing operators for the above 5 processes. 41 firms have shown their interest. RFP documents are being prepared by the M/s Ernst and Young Consultant.
     
D. Plastic Waste
 
Consequent upon the High Court order banning the use of plastic bags in all main markets and shopping centres, the following steps have been taken.
 
Notification is being issued banning manufacture of bags less than 40 microns
   
Notification is being issued banning the use of plastic bags in all shopping centres and main markets and is being advertised in national press
   
Vat Commissioner has been approached to extend Vat exemption for inputs used in manufacture of bio-degradable plastic bags
   
Customs Commissioner has been approached for extending exemption of custom duty on machineries imported exclusively for manufacture of bio-degradable plastic bags.
   
Search and Seizure powers are being enabled for DPCC officials through in amendment of Delhi Plastic rules.
   
Plastic manufactures association has been advised to set up modern recycling units on the Polluter Pay Principle
   
PWD, CPWD, MCD,NHAI and DIAL have been advised to use plastic waste in road making
   
KVIC has been asked to encourage manufacture of handicraft item using plastic waste
   
2 permanent stalls have been taken at Delhi haat to encourage the sell of paper, jute and cloth bags
   
Railway board has been requested to use plastic waste in manufacturing of railway sleepers.
   
Delhi Airport, Railway board and ITPO have been directed to ensure proper collection and recycling of plastic waste from their premises.
   
BIS has been approached to develop protocol for bio-degradable plastic
   
35 poly looms have been sanctioned for making value added products from plastic waste
