Urban Basic Services Programme

The Urban Basic Services Programme being implemented by Department of Urban Development, Government of Delhi was initiated in Delhi as per Ministry of Urban Development guidelines issued in May 1985. It is based on assessing the needs of the community at large, through community participation.

The objectives of Urban Basic Services Programme are-

  1. To reduce substantially morbidity and mortality rates of children.
  2. Develop potential of children through improved access of learning opportunities and other basic services.
  3. Enhance the awareness and ability of the urban low-income community to meet its own needs particularly those of children and women.
  4. To enhance capacity building efforts of Delhi Government and local agencies and to train manpower as skilled and specialized resource.
1. SALARY :

A total of 04 posts shall exist in UBS Plan and the provision for their salaries has been made. The posts are as under:

2. OTA

A provision has been kept for the payment of OTA to the Attendant and Peon attached to the Senior Officers of the Department.

3. OFFICE EXPENDITURE

A provision has been made to meet the office expenses.

4. OTHER EXPENSES

At present 89 Pre-school centers/Creches are functioning covering 2670 children below 6 years of age from the JJ Clusters of Delhi. The education at this level is intended for stimulation and preparing them for the entry to formal school.
One Creche Worker in each centre has been appointed to run the center and being paid Rs. 1300/- per month. The centers are functioning on rented rooms costing Rs. 250/- to 300/- per month. Low cost materials like toys, blackboards, colours, pencils etc. are provided
A provision of Rs. 100.00 lakh has been proposed for the 11th Five Year Plan and Rs. 26.00 lakh for the year 2007-08.
