Poverty is surely one of the bigger banes of our society. In Delhi more than 30 lacs urban people living below the poverty line.  Scattered around the whole state, these urban poor are mainly concentrated in approximately 1000 Jhuggi Jhompri clusters comprising 6.00 lacs families.
The Government of NCT of Delhi is committed towards the socio-economic enlistment of the downtrodden, peasants, weaker sections of our society, SC/ST/OBC families, the disabled, etc. and helps by providing them with the basic amenities.  The target of socio-economic enlistment of the poor can only be achieved by launching poverty alleviation programs and their effective implementation.  Keeping in view the increasing number of people living below the poverty line, the Government of India has launched a new poverty alleviation scheme known as Swarn Jayanti Shahri Rojgar Yojna in place of UBSP, NRY & PMIUPEP.  The key objective of the scheme was to provide gainful employment to the urban unemployed or underemployed through the setting up of self-employment ventures.  For effective implementation and overcome the difficulties faced, the guidelines of the scheme SJRY have been revised. 
The Govt. of Delhi has taken the initiative to put all the social entitlement schemes, running under different departments, one umbrella with the concept of convergence.  From April 09 onwards the scheme SJSRY is now been implemented through Samajik Suvidha Sangam, Mission Convergence.

The key features of the scheme are

  1. URBAN SELF EMPLOYMENT PROGRAMME (USEP) :
    This programme will provide assistance to the underemployed and unemployed urban poor beneficiaries for setting up gainful self employment ventures like auto servicing, petty businesses and manufacturing.  Local skills and local craft shall be encouraged.  The maximum Unit Cost will be Rs. 2,00,000/- and the maximum Allowable Subsidy will be 25% of the project cost, subject to a limit of Rs. 50,000/-.  The beneficiaries are required to contribute 5% of the project cost as margin money.  In case of a number of beneficiaries, other males, or a mixed group consisting of males and females decide to jointly set up a project; they shall be eligible for subsidy, which will be equal to the total permitted subsidy per person as per the above criteria.  The overall project cost will be the simple sum of the individual project cost allowable per beneficiary, while the provision relating to 5% margin money per beneficiary will also apply.  A total of 2000 beneficiaries are targeted to be covered during the year 2009-10.
  2. URBAN WOMEN SELF HELP PROGRAMME (UWSP):
    This scheme provides assistance to groups of Urban Poor Women for setting up gainful self-employment ventures.  This scheme is distinguished by a special incentive extended to urban poor women who decide to set up self-employment ventures in a group, as opposed to individual effort.  To be eligible for subsidy the UWSP group should consist of at least 05 Urban Poor Women. As far as possible, activities should be selected out of an identified shelf of projects for that area maintained by Town Urban Poverty Eradication Cell.  The UWSP group society shall be entitled to a subsidy of Rs. 3,00,000 or 35% of the cost of project or Rs. 60,000/- per member of the group, whichever is less.  Where the UWSP group sets itself up as a thrift and credit society in addition to its other entrepreneurial activities, the group/thrift and credit society shall also be entitled to a lump sum grant of Rs. 25,000 as revolving fund at the rate of Rs. 2,000 (maximum) per member.  Target under the component UWSP is 100 groups and 500 SHG/T&C for the year.
    ELIGIBILITY OF BENEFICIARY: The urban poor who are living in the urban areas for at least three years and identified and listed in the survey report carried out by Community Development Society which is registered under Society Registration Act 1860. The scheme is valid for the illiterate to IX class pass candidates only, and who come to BPL.
  3. TRAINING OF THE BENEFICIARIES:

    Skill development through appropriate training is another element of this programme.  Training shall be imparted to beneficiaries, potential beneficiaries and other persons associated with the Urban Employment Programme for upgrading and acquiring vocational and entrepreneurial skills.  It is intended to provide training to the urban poor in a variety of service and manufacturing trades to the urban poor in a variety of service and manufacturing trades, as well as in local skills and local crafts, so that they can set up self employment ventures or secure salaried employment with enhanced remuneration.  Training shall also be imparted in vital components of the service sector like the construction trade and allied services like carpentry and plumbing.  Training will also be imparted in manufacturing low cost building materials based on improved local technology.

    The unit cost allowed for training will be Rs.10000/- per trainee, including material costs, trainers’ fees, other miscellaneous expenses to be incurred by the training institution and the monthly stipend to be paid to the trainee.  The total training period for skill up gradation is up to six months.


  4. TARGET GROUPS :
  1. The programme shall target the urban poor living below the poverty line, as defined from time to time by the Government of India.
  2. Special attention will be given to women, persons belonging to scheduled caste/tribe, disabled persons and other such categories as may be indicated by the Government from time to time.  The percentage of women beneficiaries under this progamme shall not be less than 30%, SCs and STs must be benefited at least to the extent of the proportion of their strength in the local population.  A special provision of 3% shall be reserved for the disabled under this programme.

The identification of beneficiaries will be done by GRCs and CDSs through house-to-house survey, taking into consideration the non-economic parameters defined by the Government of India form time to time. 

Eligibility of the Trainee: The candidate for this should be illiterate to class XII Pass and his age should be between 15year to 50 years. And the other necessity conditions as applicable to USEP components.
