Urban Development department is headed by an officer of the rank of Principal Secretary/Secretary to the Government of NCT of Delhi.
Through this charter, the department rededicates itself to provide efficient, prompt, courteous, time bound, transparent and fair services.

OBJECTIVES
The Urban Development department of GNCT of Delhi is concerned with matters relating to Regularization of Unauthorised Colonies, Water supply, Sewage disposal & sanitation, Urban poverty, NULM, Municipal Bodies,SNA. The major initiatives of U.D. department are given below: -

Unauthorised Colonies Branch
Unauthorized Colonies Cell of this department has been working with the aim to regularize the unauthorized colonies falling within NCT of Delhi and providing basic amenities like water, sewer, electricity, etc. to the people living in these colonies, besides carrying out development work in these unauthorized colonies with the help of Municipal Corporations of Delhi, DSIIDC, Public Works Department, Irrigation & Flood Control Department, BSES, NDPL.

            Services of these unauthorized colonies is as under:-

  1. Regularization of unauthorized colonies                                     -           Till 31.12.2017
  2. Development work in unauthorized colonies                              -           Continuous process

 

This Cell does not have direct interface with the public.  However their grievances received through PGMS or otherwise are redressed on priority.

Water
Following matter dealt by M.B. branch of Urban Development Deptt., being the Administrative Department of Delhi Jal Board, as follows:-

  • Cabinet Note/decision.
  • Amendment in Delhi Water Board Act.
  • Nomination of members in Water Board Act.
  • Policy matter of DJB/correspondence with Ministry.
  • Parliament/Assembly question.
  • Notification of RRs/bill/nomination of members.
  • Forwarding the  Complaints/VIP references/Public     
  • Grievances/Court Cases/training matters/RTI Matters etc.  (web: http://www.delhijalboard.nic.in)

There is no direct interface with the public and the execution of services by U.D. department, in this regard.

TRANS YAMUNA AREA DEVELOPMENT BOARD (TYADB)

Annual Plan Outlay 2015-16                  :           Rs. 8000 Lakh

For development of Trans Yamuna area in a proper, speedy and sustained manner, Trans Yamuna Area Development Board (TYADB), an advisory Board was constituted in 1994. The Board approves and recommends works for the development of infrastructure in Trans Yamuna Area. Various agencies are involved in the development of infrastructure facilities in Tans Yamuna area such as Delhi Jal Board, East Delhi Municipal Corporation, Public Works Department, Department of Irrigation and Flood Control. After the inception of Board, most of the activities relating to the development of infrastructure in Trans Yamuna area are coordinated by the Board.

For various development works in Trans Yamuna Area through the recommendation/approval of Trans Yamuna Area Development Board funds has been kept under the Scheme.
An outlay of Rs. 8000.00 Lakh is kept for Annual Plan 2015-16.

There is no direct interface with the public and the execution of services.

MLALAD Funds
The Government of Delhi framed a plan scheme, namely "Strengthening and Augmentation of Infrastructure facilities” in each Assembly Constituency, commonly known as MLALAD Scheme during 1994-95 on same analogy of "Member of Parliament Local Area Development Scheme" implemented by Government of India. Under this scheme Hon’ble MLA’s of Delhi can recommend to carry out small works of capital nature upto a maximum of Rs.2.00 Crore..
The scheme was started in the year 1994-95 when each MLA was eligible to recommend the projects of Rs. 1.00 crore in a year. Time to time, the allocation per MLA under the scheme was also changed in following manner.

  • Creation of DUDA

Delhi Govt. has decided in the meeting of Cabinet on 16.07.2015, to create District Urban Development Agency in each Revenue District of NCT of Delhi.  Henceforth MLALAD Scheme will be executed through DUDA.  DUDA can either execute the work itself or through the executing agencies as usual. 

Municipal Bodies


The Municipal Bodies branch of Urban Development deals with MCD, NDMC, DDA and correspondence with Govt. of India and Court cases.  Public dealing is not done in this branch.
One of the important works taken up the M.B. Branch is the framing of Rules of Street Vendors (Protection of Livelihood and Regulations of Street Vending) Act, 2014.
Another important assignment has been completed by this branch drafting of Scheme under Section 38 Street Vendors (protection of Livelihood and Regulation of street Vending)Act, 2014.  The Scheme will give identity to the needy section of Vendors and Hawkers.  This will create a sense of security amongst the vendor and hawkers and will save them from the harassment and problems faced by them.  This welfare scheme will serves a cause to the society, specially to the weaker section of the society.
Citizen Charters talks about timely delivery of services to citizens and maximum time period required to deliver the services to citizen by departments.   MB Branch does not deliver such services to citizens.

Directorate of Local Bodies
The Directorate of Local Bodies has come into existence in pursuance to the Delhi Municipal Corporation (Amendment) Act 2011(Delhi Act 12 of 2011) to co-ordinate the three newly created Municipal Corporations.           
Director of Local Bodies is the coordinator between Corporations & Delhi Govt. There is no direct interface with the citizen. However lots of complaints, on the issues pertaining to Corporations, received daily in this office. This office forwards these complaints to the concerned Corporations/authorities for taking action.  
PUC/letter will be forwarded to the concerned Department within Ten(10) working days after receiving the same, if failed to forward the same branch incharge will be held responsible.

Basic Services to the Urban Poor (BSUP)
Flats for the JJ Dwellers are being constructed through executing agencies under basic services to the Urban Poor sub-mission of JNNURM.  The Government of India has approved 16 housing projects for construction of 55124 flats with a total project cost of Rs.2710.34 crores under sub-mission for Basic Services to the Urban Poor (BSUP). The construction of 14844 flats has been completed for allotment to the eligible beneficiaries. The construction of 8080 more flats have also been completed, however, the infrastructure works are under progress. The construction of 32,200 flats is under progress. This department is also dealing with the grievances, representations etc. pertaining to DUSIB on the above issues..  The action on these issues is to be taken up by the Delhi Urban Shelter Improvement Board (DUSIB) which is the Nodal Agency for allotment of these flats in addition to its own Plan Schemes. 

  • The list of activities of BSUP:

 

  • Construction of flats for the JJ Dwellers through executing agencies,
  • Providing basic amenities in JJ clusters,
  •  Allotment of alternative accommodation to the JJ dwellers,
  • Relocation issues of JJ dwellers,
  • Miscellaneous issue of DUSIB,
  • Issues of Rajiv Ratna Awas  
  •  The Delhi Urban Shelter Improvement Board (DUSIB) is responsible for executing /solving the above issues from (i) to (v) except for Rajiv Ratna Awas, where in the identification of eligible beneficiaries is to be done by the Revenue Department, GNCTD, and forward the list to DUSIB for allotment of flats.

      Hence, all such references/public grievances are forwarded to DUSIB and Revenue Department or departments concerned intimating the concerned applicant. This Department is not directly responsible for execution.
 

  •  Issue of additional resources is not required since giving the guarantee is not given by this Deptt.
  •  All services under this Department are related to DUSIB/concerned executing agencies and the Revenue Department, GNCTD, and this department arranges to forward the same to the concerned departments/agencies. As there is no direct interface with the public and the execution of services rests with the executing departments, therefore there is no direct responsibility of any officer of this Department in case of failing to provide the services within the timeframe.

Jawahar Lal Nehru National Urban Renewal Mission (JNNURM) - UIG
The Jawahar Lal Nehru Urban Renewal Mission (JnNURM) is a massive city modernization scheme launched by the Govt. of India under the Ministry of Urban Development in the year 2007-08 in Delhi and got completed in the year march 2014. Under UIG of JNNURM major infrastructure development took place in the city of Delhi which was implemented by PWD , DJB , NDMC , and all MCDs.
Some of the important projects being implemented are “Laying of Interceptor sewer alongwith three major drains (Najafgarh, supplementary and Shahdara) for abatement pollution in river Yamuna in Delhi”, and a project of PWD, which are “Alignment over Barapulla Nallah Phase-II”.
There is no direct or indirect interface with the public, however public can make suggestions to this department and the same could be conveyed to the implementing agencies for taking corrective measures and redressal of public grievances, if any.

National Urban Livelihood Mission

The National Urban Livelihood Mission (NULM) was introduced in September 2013 by restructuring Swarna Jayanti Shahari Rozgar Yojana (SJSRY) scheme by Ministry of Housing and Urban Poverty Alleviation, Govt. of India. The NULM scheme was also introduced in Delhi, however due to various factors the said scheme could not pick-up in the National Capital. The Samajik Suvidha Sangam (SSS) or the Mission Convergence was designated as nodal agency for implementation of NULM scheme. The NULM Scheme has following six components, which are as under:-
  • Social Mobilization & Institutional Development.
  • Capacity Building and Programmes.
  • Employment through Skill Training & Placement.
  • Self Employment Programme.
  • Support to Urban Street Vendors.
  • Scheme of Shelter for Urban Homeless.

Sl. No. 1 to 4 above is being implemented by Samajhik Suvidha Sangam (Mission Convergence), Sl. No 5 is being implemented by all the three Municipal Corporations, NDMC, ULBs and Sl. No. 6 is being implemented by DUSIB.

There is no direct or indirect interface with the public, however public can give suggestion to this department and the same could be conveyed to the implementing agencies for taking corrective measures and redressal of public grievances.

 

STATE NAMES AUTHORITY:
State Names Authority is headed by Hon’ble Chief Minister consisting of Hon’ble MLAs and representative of various departments.  This branch of the Urban Development Department deals with the requests regarding naming/renaming of Roads/Streets/Parks etc.

  • For this applications can be made to SNA branch of this department.
  • Meetings held under the chairmanship of Hon’ble Chief Minister.
  • Naming /Renaming is considered as per the guidelines of Ministry of Home Affairs, Government of India

RIGHT TO INFORMATION ACT, 2005
Every citizen has a right to obtain information from the Public Information Officer under the Right to Information Act 2005. For this purpose, any person can make a request in writing to the State Public Information Officers/State Assistant Public Information Officer (PIO/APIO) along with the application fees to be deposited with the authorised person. An acknowledgement of this application will be given by the PIO/APIO concerned.
Upon receipt of the application, the PIO disposes of the application within 30 days in writing, and in case any application is submitted through APIO the information is to be supplied within 35 days from the date of receipt of application. In case of rejection of the application the PIO informs the applicant about reasons for such rejection.
Any person who does not receive a decision within the time specified under sub-Section (1) or Clause (a) of Sub Section (3) of Section 7, or is aggrieved by a decision of the Central Public Information Officer or State Public Information Officer, as the case may be, may within thirty days from the expiry of such period or from the receipt of such decision prefer an appeal to such Officer who is senior in rank to the Central Public Information Officer or State Public Information Officer as the case may be in each public authority.
A second appeal against the decision under sub section (1) shall lie within ninety days from the date of which the decision should have been made or was actually received with the Central Information Commissioner or the /State Information Commission

REDRESSAL MECHANISM

The department has an in-built grievance redressal cell in order to overcome difficulties/problems in a time bound manner. All the grievances under Public Grievance Monitoring System received by the department are dealt in this branch and this Cell is headed by Joint Secretary of this Department.
