- INDUSTRIAL TRAINING INSTITUTE (ITIs OFFERING CERTIFICATE LEVEL COURSES
Department of Training & Technical Education Delhi offer formal vocational training leading to issue of Trade Certificate to successful trainees either by National Council for Vocational Education (NCVT) or by State Council for Vocational Education (SCVT) under Board of Technical Education, through 17 Government ITIs and 60 Private affiliated ITIs under its control.
To encourage the enrolment of girl students, there are 4 (Four) Government ITIs and 1 (One) Extension Centre exclusively for women, 12 co-educational ITIs have special wing also for girl students and 30% seats for all co-educational ITIs are reserved for girls. In addition, the girls’ trainees are exempted from paying of fee for training, only caution money (refundable) & pupils’ fund has to be paid at the time of admissions. Entry level in ITIs varies from a minimum eligibility of 8th pass to 12th pass. Admission to the ITI is based on the merit in qualifying exam.

Centre of Excellence Scheme (CoE)
Out of 16 ITIs twelve (12) are being upgraded into Centre of Excellence under various Centrally Sponsored Scheme

(i) Center of Excellence (CoE) under Domestic Funding
The scheme for up gradation of 100 ITIs in India with domestic resources was approved by Expenditure Finance Committee (EFC) in Feb. 2005 & by Cabinet Committee on Economic Affairs (CCEA) of Govt. of India in March 2005.
100 Govt. ITIs in India were funded from domestic funding on a ratio of 75:25 cost sharing basis between Central Government & State Government as advised by Ministry of Finance.
Under Domestic Funding scheme maximum Central assistance given is 120 Lakh and State assistance given is 40 lakh against approved Institute Development Plan (IDP).
ITI Pusa, Delhi is being upgraded in to CoE under domestic funding in Automobile Sector with M/s. Maruti Udyog Limited.
(ii) Center of Excellence under Vocational Training Improvement Project (VTIP)
400 Govt. ITIs were selected for Centre of Excellence (CoE) under this scheme in India on a ratio of 75:25 cost sharing basis between Central Government & State Government as advised by Ministry of Finance. Maximum provision of budget under this scheme is Rs. 3.5 Crores.
In Delhi, three (03) ITIs are being upgraded under this project as Centre of Excellence (CoE) in the following Sectors:-
(a) ITI Arab-Ki-Sarai, Nizamuddin in “Production & Manufacturing Sector” with Hindustan Machine Tools (HMT) Limited.
(b) Sir C. V. Raman ITI, Dheerpur in “Electrical Sector” with North Delhi Power Limited (NDPL).
(c) ITI jail Road, in “Information Technology Sector” with Educom IT Solution Limited.
(iii) Center of Excellence under Public Private Partnership (PPP) Scheme
This scheme is for upgradation of 1396 Government ITIs in India through Public Private Partnership’. The scheme has been approved by Expenditure Finance Committee (EFC) of Government of India for implementation during year 2007-08.
Under the scheme each ITI has been released a refundable loan of Rs. 2.5 Crore by the Central Government.
Following eight (08) ITIs are being up gradated under the scheme in Delhi. All of these ITIs has been given a refundable loan of Rs. 2.5 Crore by the Central Government
1) ITI Malviya Nagar in “Electrical Sector” with National Thermal Power Limited (NTPC) on 19.12.2008.
2) H.J. Bhabha ITI, Mayur Vihar in “Electrical Sector” with Indra Prastha Power Generation Limited (IPGL) on 25.03.2009.
3) Jija Bai ITI for Women, Siri Fort in “Hospitality Sector” with Sheela Foam Private Limited on 29.09.2009.

4) ITI Nand Nagari in “Automobile Sector” with Tata Motors Limited on 6.09.2010.
5) ITI Jahangir Puri in “Automobile Sector” with Tata Motors Limited on 6.09.2010.
6) ITI Jaffar Pur in “Apparel Sector” with V & S International Pvt. Ltd. on 10.09.2010.
7) ITI Narela in “Construction Sector” with Punj Lloyd Limited on 10.09.2010.
8) ITI Shahdara in “Hospitality Sector” with Taj Palace Hotel Limited on 10.12.2010.
The remaining Institutes i.e. ITI Mori Gate for Women, ITI Vivek Vihar for Women, ITI Tilak Nagar for Women and Veer Savarkar Basic Training Centre will be upgraded under PPP scheme in the coming session/s.
- Modular Employable Skills Course under Skill Development Initiatives Scheme (SDIS)
Short term modular courses are running under this MES scheme in various institutes for skill development. The scheme is designed by DGE&T. The courses are generally run in the evening or on weekends to facilitate youth of unorganized sector to get certified by studying part time. The duration of a module ranges generally ranges from 60 hrs to 950 hrs. Initially while admitting candidate’s nominal fees is charged from students but there is a provision of refund of tuition fee and examination fee for successful candidates. There are approx. 1440 modules are available under different Sectors in which training may be imparted through 90 registered Vocational Training Providers (VTPs). The details along with the registered Vocational Training Providers, related sector & modules are available on the web-portal of the scheme i.e. https://www.sdi.gov.in
Part – Time Industrial Worker (Evening Classes) Scheme
The scheme for workers employed in Industries without any ITI certificate. Thus studying part time they can get certificate of ITI. Presently the courses are running in 4 ITIs namely ITI Jahangir Puri, ITI Shahdara, ITI Pusa and ITI Arab Ki Sarai in the trades of Electrician, Mechanic Motor Vehicle, Refrigeration & A/C and Fitter. The duration of the courses is two years and admissions are done in alternate years.
- Certification as Private Candidates
The candidates who are not willing to undergo regular/part-time studies due to various constraints but having 3 years experience can opt for being examined as private candidate under this scheme. After successfully passing the examination the candidate gets certificate from NCVT/SCVT, same as in CTS scheme.
- Special Component Plan Scheme (SCPS)
SC/ST youths are trained in Employable Skills under this scheme in plumber, welder and scooter mechanic trades. A tool kit amounting to Rs. 700=00 is provided to each successful trainee.
- Coaching –cum-Guidance Scheme (CGS)
The Coaching-cum-Guidance Scheme is running at ITI Nand Nagari exclusively for the SC/ST candidates in the trade of Stenography (English). The trainees are provided with stipend per month and no tuition fee has been charged from them.

- CONTINUING EDUCATION
For employed persons, provision of part time evening classes exists at Delhi Technoligical Univsersity (Delhi College of Engineering) for Degree Engineering Courses and in three Government Polytechnics for Diploma engineering courses. Diploma holders can get admission in the second year of Degree level Engineering programmes at I. P. University affiliated colleges through Lateral Entry.

APPRENTICESHIP TRAINING SCHEME Registrations under the above training scheme are conducted in Four Quarter every year i.e. from 16th January to 15 April, 16th April to 15th July, 16th July to 15th October and 16th October to 15th January. At present, 867 companies are registered with the Dy. Apprenticeship Advisor Office, Veer Sawarkar Basic Training Centre Campus, Pusa, New Delhi-110032 in 37 courses of duration ranging from 1 year to 4 years. The apprentices are paid stipend under Apprenticeship Act.
- NON-FORMAL TRAINING: -
These are conducted in various polytechnics under the Community Polytechnic Scheme; Schemes for Persons With Disability, Swaran Jayanti Shahari Rojgar Yojana and for college and school drop outs identified by the Industries Department. Besides the above non formal training facilities available in the Polytechnics, a number of different skill oriented short -term courses are available at both polytechnics as well as ITIs. Some of the courses run at the ITIs are exclusively for women. Industrial Training Institutes also conduct evening classes for industrial workers and conduct trade test for private candidates. There is special coaching cum guidance facility for SC/ST candidates in the trade of Stenography (English) available at ITI Nand Nagari. E. EVALUATION & CERTIFICATION

7. GRIEVANCES REDRESSAL MECHANISM
Director (T&TE) is also the Competent Authority to look into the grievances with regard to the services provided 8. STATE/CENTRALLY SPONSORED SCHEMES BEING RUN IN VARIOUS POLYTECHNICS/ITIS UNDER THIS DEPARTMENT
- Technical Education Community Outreach Scheme (TECOS) under financial assistance of Govt. of Delhi. The Govt. of NCT of Delhi under the Department of Training and Technical Education has successfully been running a very ambitious programme titled “Technical Education Community Outreach Scheme (TECOS)”. The TECOS is a pioneering scheme aimed at upgrading the livelihood skills of the under privileged people who are residing in the slums/ relocated colonies and people from other unorganized sector i.e. school drop-outs etc.. This Scheme has been framed to bring these target people into mainstream of technical education services of the public sector considering limitation on part of target people in terms of time availability etc. The main objective of the Scheme is to provide meaningful and qualitative formal training in consultation with technically qualified faculty/staff of the ITIs.
- Scheme of Community Development through Polytechnics (CDTP) Under financial assistance of MHRD The objectives of the CDTP Scheme is to provide meaningful and qualitative non-formal training to rural youth, women, school drop-outs, SCs/STs and other weaker sections and under-privileged groups of the society, in consultation with highly qualified faculty/staff of the polytechnics. Facilities for informal skill training of 3-6 months duration exist under the same. The Scheme is funded by MHRD ,Govt. of India. The training under the scheme is being provided at various Training Centres names as Extension Centres. These run under the supervision of Principal of the various polytechnics. The opening of extension center and courses are flexible and are based on the need of the specific locality.
- Scheme for Persons with Disability Under financial assistance of MHRD This Department executes a scheme of MHRD, Govt. of India, specifically meant for Persons with Disability, through one of the project polytechnic, Aryabhatt Polytechnic that provides training for livelihood skills to the Persons with Disability. There is provision of monthly stipend to the trainees along with other facilities in the scheme.
9. TRAINING & PLACEMENT CELL OF THE DEPARTMENT

This branch deals with the matter related to policy formation for T & P activities for Polytechnic students. This cell also forms link between employers of different industries looking for trained manpower from Polytechnics. This cell provides data of students seeking employment awaited from Polytechnics to the employers.
