Notice Inviting Expression of Interest (EOI) From Companies, CooperativeSocieties etc., for Operating Stage Carriages Buses.

Background
 1. The bus transport system of Delhi is an admixture of public and private buses. At present DTC (a State Transport Undertaking), the public operator is operating 3100 buses and its fleet will be augmented to 5000 by 2008. Individual private operators are also plying approximately 3900 buses to meet the bus transport demand of Delhi. In addition to this, 1400 mini/RTV buses are also operating as Stage Carriages. The existing private bus operation has not been able to operate strictly incompliance with the stipulated permit conditions and courts orders from time to time. Of recent spate of accidents has invited considerable public concern and criticism on the way the service is generally operating.

The Government of National Capital Territory of Delhi after very carefully examining the reasons for this, has come to the conclusion the operation of the buses through individual permits is not congenial for maintaining a efficient reliable and safe bus service.

2. Objective

Therefore the Government of National Capital Territory of Delhi has decided to enlarge the scope of private sector in existing public transport system to provide safe, secure, efficient, reliable, better quality, compliant with provisions of Motor Vehicles Act, 1988 & directions of Court of Law and properly coordinated public transport system through efficient management to the commuters and in the interest of road users of Delhi. With this objective Government of National Capital Territory of Delhi has decided to introduce a scheme for augmenting the bus fleet with private sector participation through company, co-operative societies including those formed by the existing / prospective individual operators duly registered, and having capacity of operating at least 100 buses. Accordingly bulk permits shall be granted to operate on identified routes. The overall fleet strength of private buses and DTC’s fleet will be restricted in the proportion of 50:50. Existing private stage carriage buses shall be phased out gradually in such a manner so as to synchronize with the induction of fleet of buses by big fleet owners/ operators. Necessary steps in this regard have been already initiated by State Transport Authority, Delhi.

3. Presnt Offer

In the first phase Government of National Capital Territory of Delhi has identified 657 routes, out of which 311 routes are such routes where no private stage carriage buses are operating. As on date, 3900 private stage carriage buses are operating on 346 routes. There are 195 bus routes where 10 or less than 10 buses are operating and induction of more buses on these routes will also be considered. At least 25 buses on the vacant routes and more buses on the aforesaid partially vacant routes are required to be inducted to maintain desirable frequency. To achieve the aforesaid objective, State Transport Authority, Govt. of NCT of Delhi has decided to grant stage carriage permits on the aforesaid vacant routes and partially vacant routes through corporate houses, big fleet operators and co-operative societies and/or company(ies) formed by the existing / prospective individual operators duly registered, and having capacity of operating at least 100 buses. The routes and via can be glanced through home page of Transport Department website http:/www.transport.delhigovt.nic.in. A complete or bunch of routes shall be allotted to single entity in such a way to avoid parallel operation between two operators to the extent possible.

4. Scope of EOI

Expression of Interest from Interested firms/companies/ co-operative societies are invited with relevant details and suggestion having in-depth knowledge, experience and proven track record in city bus operation in Delhi or elsewhere, supported by documentary evidence or must have intention and resources to engage experienced professionals of this field to manage the buses for efficiently operation of the scheme, in a sealed envelope super-scribed as ‘ Expression of Interest for Bus Operation in Delhi’ and should reach to Secretary (STA), 1st floor, Transport Department, Govt. of NCT of Delhi, 5/9, Under Hill Road, Delhi-110054, on or before 17th August 2007 by 4.00 p.m.. A pre EOI meeting would be held in the conference room of Pr. Secy.-cum-Commissioner (Transport) at 2nd floor, Transport Department, Govt. of NCT of Delhi, 5/9, Under Hill Road, Delhi-110054 on 28th July 2007 at 11.00 A.M.
