The State Council is a registered Society functioning under the Direcorate of Education, Delhi. It is wholly funded by the Government of NCT of Delhi, and its basic mandate is to act as the thinking arm of the Education department.

Under the Right to Education Act, it is envisaged that the SCERT would act as the Academic Authority for Delhi and in that capacilty would create templates for good schools dedicated to the holistic development of the child educationally, physically, emotionally and psychologically.

Thus, the SCERT 's role is that of a guide and mentor for the entire system of school education. it should not only identify flaws in the system but also devise methods of overcoming them.

The task of enthusing and training teachers is also that of the SCERT. While there may be some exceptional teachers who feel a divine call to the noble profession of teaching young children, the majority of teachers in any educational system are not born but have to be developed. If we intend to achieve excellence in school educationh, we have got to take the task of teacher training very seriously indeed.

A great deal of investment is necessary in this sector before we can hope to improve the quality of school education. At SCERT Delhi we are committed to the cause of teacher education and the goal of creating the best schools in the country.

Towards this end, SCERT Delhi is in the process of evolving into a premier institute of research and training in the field of teacher education.
