Organisational Setup of the Principal Accounts Office


The Pay and Accounts Organization of the erstwhile Delhi Administration came in to existence consequent upon the separation of Accounts from Audit w.e.f.  01-04-1977 thereby relieving the Comptroller and Auditor General of India from the responsibility of compiling the accounts and arrangement of payments etc. in respect of the Union Territory of Delhi.

          Initially the organization started functioning from the year 1976-77 to cater the needs of 912 DDOs and 25 Self Drawing DDOs with a budget provision of Rs. 216.74 crore in respect of all departments of the Delhi Administration for making arrangement of all type of payments against budget provisions, authorization of letters of credits to the DDOs of PWD and I&FC Department for effective budgetary and expenditure control, payment of pension to Central Government pensioners, Defence Pensioners and Other State Government Pensioners through PAO-III & V and Public Sector Banks in Delhi or outside Delhi and also accounting the receipts of all departments including Sales Tax Department.

          Consequent upon the grant of Consolidated Fund of Govt. of NCT of Delhi w.e.f. 01-12-1993, the responsibility in regard to preparation of annual Appropriation and Finance Accounts in respect of budget of Govt. of NCT of Delhi has also been assigned and being performed by the Principal Accounts Office, Govt. of NCT of Delhi.  The monthly account of Public Account is still being rendered to the Office of CGA for its inclusion in the accounts of the Central Government.

          As on date 25 Pay & Accounts Offices and GP Fund Cell are catering the need of 1546 DDOs of Govt. of NCT of Delhi, 39 DDOs of Delhi Police and 86 Self Drawing DDOs of I&FC and PWD department are handling the following functions :-

  1. Maintenance of Accounts of Receipts/Revenue of the government collected by the Banks/Departments.

  2. Maintenance of records of receipts in respect of Centrally Sponsored Schemes and further their disbursement to the concerned departments.

  3. Payments in respect of all schemes implemented by the Government of NCT of Delhi.

  4. Payments of salary, personal claims, settlement of pensioner benefits, maintenance of GPF accounts and payment thereof and payment of contingent charges to the employees of the government through 1632 DDOs (1546 DDOs of Govt. of NCT of Delhi +86 Self Drawing DDOs of I&FC and PWD department).

  5. Arrangement of payment of pensions in respect of other State Government Pensioners drawing their pensions in Delhi through Counter of PAO or Banks.

  6. Arrangement of payment of pensions in respect of Delhi Freedom Fighters, Ex-member of Delhi Legislative Assembly.

  7. Preparation of monthly, annual accounts in respect of Consolidated Fund of Govt. of NCT of Delhi and their laying before the Delhi Legislative Assembly after getting the nod of the C & AG of India.

  8. Rendition of monthly account of Public Account to the Office of Controller General of Accounts for their inclusion in the account of the Central Government.

  9. Releasing of funds and post audit of accounts of the works divisions of the PWD and I&FC Department.
