Brief Note on Plan Schemes

The schemes included under Labour Welfare Sector aim at improving the working condition, maintenance of better Industrial Relations, strict enforcement of Labour Laws and launching of welfare activities for the benefit of industrial workers and their families. The Labour department implements as many as 26 Labour Legislation with the objective of providing not only monentary benefit like minimum wages, overtime, bonus etc. to the workers but also to ensure their health and safety during the course of employment.

The most important functions, duties and responsibilities of the Labour Department are as follows:

(a) Enforcement of Labour Legislation/rules.

(b) Conciliation of Industrial Disputes.

(c) Maintenance of Industrial Peace and Harmony.

(d) Enforcement of laws connected with safety and health in the factories for the benefit of workers.

(e) Formulation and Implementation of social society/ welfare schemes for the benefit of workers.

(f) Checking of lifts, electrical installations in cinema halls, auditorium etc. to ensure safety of users.

(g) Identification and rehabilitation of child labour/ bonded labour.


To achieve these objectives, following Plan / Schemes are approved for execution during the 10th Five Year Plan 2002-07 and Annual Plan (2004-2005)

1. STRENGTHENING AND REORGANIZATION OF LABOUR DEPARTMENT:-

The question of reorganization and strengthening of the department has been under consideration for quite some time in the past. The workload of the department has increased manifold over the years due to setting up a large number of new shops and establishment and factories in Delhi. It is therefore, considered necessary to reorganize and strengthen. The department at various levels as detailed below:-

(a) Strengthening of Industrial Relation Machinery.

(b) Strengthening of Administration Branch.

(c) Strengthening of Legal Branch.

(d) Strengthening of Secretariat Cell.

(e) Strengthening of Monitoring and Statistical Machinery and setting up Education, Training & Study Cell.

(f) Strengthening of Electrical Inspectorate

(g) Strengthening of Factories Inspectorate

(H) Expansion of Library

(I) Establishment of Infrastructure of Implementation of Building and other Construction workers Act

2. SCHEME FOR SAFETY AWARDS:-

The Scheme for "Delhi Safety awards" and "Delhi Shram Vir Awards" was approved by the Ministry of Labour, Government of India during the year 1974, to enable this department to take effective steps towards accident prevention in various factories and also to give recognition to various managements and workers for their outstanding contribution in this regard on the recommendations of the Committee, Constituted for this purpose, awards are distributed annually.

3. SETTING UP EDP CELL AND COMPUTERIZATION OF LABOUR DEPARTMENT:-

As per the I.T. Policy of Government of NCT of Delhi, the Labour Department should become on line from the year 2003 onwards. Therefore, there is an urgent need to carry out Computerization of entire working as well as records of the Labour Department. The Computerization will cover all the a district officer and other official units.

4. ESTABLISHMENT OF WELFARE BOARD FOR FORMULATION AND IMPLEMENTATION OF WELFARE SCHEMES FOR THE WORKERS ENGAGED IN ORGANIZED AND UNORGANIZED SECTOR (inclusive of other welfare oriented activities):-

Delhi Labour Welfare Board has been reconstituted vide notification-dated 17.01.2002, to formulate Social Security/ Welfare Schemes for the workers engaged in organised as well unorganised sectors. The Infrastructure and physical facilities are being provided to the Board by the Labour Department.

5. CONSTRUCTION OF NEW OFFICE COMPLEXES LABOUR WELFARE CENTRES AND THE RENOVATION OF THE BUILDING OF LABOUR DEPARTMENT:-

As part of decentralization, the functing of Labour Department has been divided into nine districts. However, no suitable office accommodation is available in various districts, At present, 5 district offices are functioning in the building of Welfare Centers, one district office (South District) is functioning from a building located in Pushp Bhawan, allotted by the Directorate of Estate, Govt. of India, whereas the remaining 3 district offices (New Delhi, Central and South-West District) are functioning from the building of Employment Exchanges. Therefore, it is proposed to construct suitable building for all the District offices in phased manner during 10th Five-Year Plan 2002-07 and Annual Plan 2004-05.

6. New Schemes

REHABILITATION OF THE CHILD LABOUR:-

The Scheme has the following components:

1. Identification of the Child Labour.

2. Providing of Vocational Education to the Children.

3. Payment of stipend to the Children.

4. Arrangement of accommodation and education facilities through the NGO's set up for the relief and rehabilitation of the Child Labour.

5. Grant in aid or financial assistance to the NGO's through budgetary allocations and fines collected from the defaulting employees as per the Supreme Court's order.

6. Placement of such Children in appropriate jobs or help them for self employment.

7. TRAINING AND RESEARCH IN THE FIELD OF LABOUR RELATIONS:-

The Scheme will provide regular training or refresher courses for the inspectorate staff as well as officers of this department to upgrade their knowledge and skills in various labour related field as well as laws. The research activity will be undertaken by the officers of this department or NGO's located in Delhi to carry out research in the labour related field so as to provide necessary data base or inputs which could provide unbiased blue print of the socio-economic problems prevailing in worker labour masses.

8. SETTING UP OF INFORMATION AND PUBLICITY CELL:-

This cell will devise Schemes for carrying out audio-visual publicity of important provision of labour laws as well as the various activities of the labour department for the information as well as benefit of workers, trade union leaders, employees, general public and other concerned person.

9. SCHEME FOR SOCIAL SECURITY FOR WORKERS ENGAGED IN INFORMAL AND UNORGANIZED SECTOR:-

On the basis of the data, policy decision at the highest level will be taken and therefore necessary legislation will be proposed to be enacted and riles will be framed to provide adequate social-security to the workers engaged in informal and unorganised sectors
