DIRECTORATE OF INDIAN SYSTEM OF MEDICINE & HOMEOPATHY
INTRODUCTION
Indian Systems of Medicine, namely Ayurveda, Unani, Yoga and Naturopathy have been serving the mankind since thousands of years. Siddha system of medicine is prevalent in Tamilnadu and its adjacent areas. For convenience of administration, Homoeopathy has been added along with these systems. In spite of the great progress made by modern scientific system of medicine, these systems are still widely used by masses in areas like life style diseases (mental stress, heart disease, bronchial asthma, diabetes mellitus etc.), Liver disorders, Gastro intestinal disturbances, Ano-rectal disorders, Respiratory diseases, Joint disorders, Skin diseases and various functional disturbances, Psychosomatic disorder. These systems are sometimes used as alternative therapies in cases where the modern drugs have their limitations in use and also result side effects caused. The medicines of these systems are also used sometimes as adjuvant to prevent the side effects of modern medicine on liver, kidney, bone marrow etc. There is a growing interest in the world towards herbal remedies. The Indian Systems of Medicine and Homoeopathy mostly use herbal drugs, though minerals and metals are also used as chemotherapeutic agents. Govt. of NCT of Delhi is determined to encourage and develop these systems of medicine and make available these facilities to public. For this purpose a separate Directorate of Indian Systems of Medicine and Homoeopathy, was established in the year 1996 and personnel like the Director and other staff were appointed. Director (ISM&H) is to be assisted by technical personnel like Deputy Directors, Asstt. Directors, Asstt. Drug Controller (ISM) etc. in each system of medicine. Presently, the Directorate of ISM is located at A & U Tibbia College Complex at Karol Bagh, New Delhi-5 & Homeopathic wing located at CSC-III, I Floor, B Block Preet vihar, Delhi. Govt. of NCT of Delhi encourages development of these systems of medicine by establishing Educational, Healthcare Research Institutions. The Directorate is also conducting re-orientation training programmes in Ayurveda/Unani/Homeopathy for practitioners and also gives grant-in-aid to Delhi Bharatiya Chikitsa Parishad, Board of Homoeopathy System of Medicine, Delhi Research Institute for Modernized Promotion of Ayurveda, Dilli Homoeopathic Anusandhana Parishad, which are the autonomous bodies under the Govt. of Delhi. The Directorate is also providing financial assistance to NGOs working in the field of Ayurveda, Unani, Yoga, and Homoeopathy etc. A Drug Control Department for Ayurveda and Unani Systems of medicine is also functioning at Headquarter of the Directorate and Drug Testing Laboratory of Ayurvedic , Unani & Homoeopathic medicines is likely to be established in near future.

A&U Tibbia College and Hospital is a historical institute in India. It was started as `Madarsa Tibbia` in 1889 by Haziq-Ul-Mulk Hakim Abdul Majeed Khan Saheb. Later on this Madarsa Tibbia was converted and re-established in new building at Karol Bagh by Masih-Ul-Mulk Hakim Ajmal Khan Saheb. The foundation stone of the institute was laid down by H.E. Lord Hardinge (the then Viceroy of India) on 29th March,1916. This institution was inaugurated by Father of the Nation Mahatma Gandhi on 13th Feb.,1921. Previously this college and allied units were managed by a Board established under Tibbia College Act,1952. This Act now has been repealed by a new Act known as Delhi Tibbia College(Take Over) Act, 1997 and enforced by the Govt. of NCT of Delhi w.e.f. 1st May,1998. The college is affiliated to the University of Delhi since 1973. It provides 4 ½ years regular course of study followed by one year internship leading to the award of the degree of Bachelor-of- Ayurvedic Medicine & Surgery (BAMS) and Bachelor-of-Unani Medicine & Surgery (BUMS) . There are 28 Departments (14 Deptt. for each system) and a Hospital with 150 beds attached to the College where practical training is given to the students. A 60-bedded Maternity Centre is also going to be operational shortly. The strength of Hospital beds would be raised to 210 beds.
The admission in BAMS & BUMS /M.D.(Ay) & M.D.(Unani) are dealt by Faculty of Ayurveda & Unani Medicines (Delhi University), 6th Floor, V.P. Chest Institute Building, University of Delhi.
The Post –Graduate Course (M.D) in the subject of Kriya Sharir & Kayachikitsa of Ayurved Medicine and in the subject of Moalejat of Unani Medicine have been started from Academic Session-2002. with intake capacity of 3 students in each Department.

COLLEGE: Chaudhary Brahm Prakash Ayurvedic Charak Sansthan

Government of NCT of Delhi established a Society named Chaudhary Brahm Prakash Ayurvedic Charak Sansthan. A new Medical college and Hospital has started functioning since 30-12 2009. The Chairman of society is Hon`ble Health Minister.
The aim and objectives of the society are as under:
1. To undertake field studies, collect herbal and mineral information from different regions of India for Pharmacological evaluation and safety to conclusively prove therapeutic values by undertaking clinical trials.
2. To identify the users of herbal medicines from traditional and tribal belt of India and the adjoining countries.
3. To standardize Ayurvedic herbs/herbal products/remedies.
4. To establish parameters of drug manufacture and quality control of Ayurvedic products/remedies/drugs.
5. To identify NADI EXPERTS from different regions of India and promote the teaching/research and further studies of this science.
6. To computerize Ayurvedic knowledge for identifying more effective herbs/remedies for common ailments and develop picture databases of useful medicinal plants and also of Ayurvedic concepts of health and disease.
7. To conduct critical analysis of Ayurvedic literature in the light of Modern medicine with special reference to the development of comparative databases. Kindly see Prakriti Determination to know your futuristic disease and preventive measures in the last.
8. To develop Expert System of Ayurvedic Astrology (Astro-medicine) with reference to the Predictive Astrology for Diagnosis and Treatment.
9. To integrate various systems of traditional medicine with the objective of deciphering their similarities ad dissimilarities.
10. To initiate short term teaching courses of clinical pharmacology for the students of Ayurveda and Traditional medicine.
11. To cultivate environment friendly plants and trees keeping in view the global environment protection.

13. To maintain a Herbal Garden.
14. To protect the National Heritage and Bio-diversity by strengthening the patent rules.

Other Activities OF DIRECTORATE OF INDIAN SYSTEM OF MEDICINE
· Re-orientation training programmes in Ayurveda are conducted from time to time by the Directorate at Ayurveda and Unani Tibbia College and Practitioners of Ayurveda in Delhi are given training in recent advances.
· This Directorate also take up health awareness campaign specially in life style diseases and participated in Perfect Health Mela and awarded best health education display award and Bal Mela with Child Development Information Programmes.
· Financial assistance is provided to Non-Govt. Organizations working for the development of Ayurveda, Yoga, Prakritik Chikitsa and Chetna Therapy in the field of Health Education, Orientation and Re-orientation programmes, Health Aware Camps, Health Promoting Activities, Clinics, Research etc.
Future Plans
1. 95 acres of land in village Khera Dabur near Najafgarh has been purchased and necessary action has been taken for establishing the Chaudhary Brahm Prakash Ayurved Charak Sansthan at Khera Dabur. The capital work is more than 90% complete and the recruitment process is on. The academic session is likely to start from next year. The project is being executed by DSIIDC and Sh B S Banerjee is the Project Director:-
· A Rajkiya Ayurved,Avam Sambandhit Vigyan Sansthan . (Ayurveda College & Hospital of 200 beds)
· An Ayurvedic Pharmacy College.
· Delhi Research Institute for modernized promotion of Ayurved (to be shifted)
2. The Govt. proposes to open at least 04 Ayurvedic Dispensaries every year. It also proposes to open2 Specialty clinics in existing hospitals.
3. To start and develop public library where books on traditional systems of medicine shall be made available.
4. Health awareness programmes through IEC Health Mela, Health Message Card etc.
5. Examining Body to be established in near future for training Para Medical Staff in Ayurveda

The Government of NCT of Delhi provides the following patient care facilities in Unani:

Govt. Hospital attached to Ayurvedic and Unani College, Karol Bagh. has a bed strength of 150 beds where patients are admitted for treatment with Unani medicines also. The hospital has well equipped laboratories. Patients are admitted and treated free of cost. Following details of IPD , OPD, Specialized services are available in this Hospital. Construction work of a 60 bedded maternity ward is complete and shall be commissioned shortly.

Delhi Bharatiya Chikitsa Parishad Act 1998 (Delhi Act No.4 of 1999)
Delhi Bharatiya Chikitsa Parishad is situated at Central Shopping Center 3rd, B-Block, Preet Vihar, Delhi, Tel: 22059046, 22059032.
No. F.14/798-99/L.A./84- The following Act of the Legislative Assembly received the assent of the President on 4.3.1999 and is hereby published for general information.
An Act to provide for the constitution of a Bharatiya Chikitsa Parishad and for the maintenance of a register of Bharatiya Chikitsa (Indian Medicine) for the National Capital Territory of Delhi and for matters connected therewith.
Delhi Bharatiya Chikitsa Parishad has established by Govt. of Delhi under Delhi Bharatiya Chikitsa Parishad Act, 1998 and Board of Ayurvedic and Unani Systems of Medicine had been replaced by this Parishad. The Parishad is presently having 21 members who are prominent persons of Ayurveda & Unani. The tenure of the present Parishad is 5 years.
The main work of Parishad is Registration of Vaidya and Hakim having recognized qualification from CCIM and to act against unregistered practitioners of Ayurveda and Unani. As per the provisions of Act for the practice in Ayurveda & Unani Medicines, the registration with this Parishad is essential. The display of registration certificate is also essential at the place of practice.
WHY REGISTRATION ?
Delhi Bharatiya Chikitsa Parishad Act 1998 has been implemented in Delhi repealing of East Punjab Ayurvedic & Unani practitioners Act 1949, As per section 17(5) of Delhi Bharatiya Chikitsa Parishad Act 1998 to practice or service in NCT of Delhi registration with the Parishad is mandatory.
REGISTRABLE QUALIFICATION
As per section 17(3) of Delhi Bharatiya Chikitsa Parishad Act 1998 any person who possess any of the qualification in the second, third or fourth schedule to the Indian Medicine Central Council Act 1970 may apply to the Parishad for registration.
FEE FOR REGISTRATION

PROCEDURE FOR REGISTRATION
· Any person who possess any of the qualification in the second, third or forth schedule to Indian Medical Central Council Act 1970 shall subject to any condition laid down by or under the Indian Medical Central Council Act 1970, at any time on an application made in prescribed form to the registrar and on payment of a prescribed fee and on presentation of proof of his registrable qualification may apply to the Parishad.
· After that verification for qualification is called from university and college both.
· After receiving verification from university and college the complete file is to be put up to the Registration Committee for recommendation . The President Delhi Bharatiya Chikitsa Parishad if satisfied with approval of Registration Committee finally send the file for preparation of Registration Certificate and Identity Card which is signed by the Registrar.
REQIREMENT FOR REGISTRATION
Following are the essential requirement for registration in NCT of Delhi.
1. Qualification should be included in II, III, IV Schedule of Indian Medicine Central Council Act 1970.
2. Degree / Provisional Certificate
3. Internship Completion Certificate.
4. Clinical Certificate.
5. All the mark sheets of ISM qualification (Ayurved & Unani).
6. High School & Intermediate Certificate & Marks Sheet
7. Registration Certificate if registered with any Parishad/Board.
8. Four Passport size Photograph back side attested.
9. The Bank Draft / Banker Cheque for Rs.1000/-( One thousand only) in favour of “Delhi Bharatiya Chikitsa Parishad” payable at Delhi
10. Identity Proof (Voters’ Card, Driving License, Passport, Identity Card)
11. Residence proof.
All the certificates should be submitted in original with one set attested copy.
RIGHTS OF REGISTERED PRACTITIONERS
Notwithstanding anything contained in any law for the time being in force-
· The expression ‘Legally qualified medical practitioner’ or “duly qualified medical practitioner” or “registered practitioner” of any word importing a person recognized by law as a medical practitioner or member of the medical profession shall in all Acts of the Legislative Assembly of Delhi and all the Central Acts ( in their application to Delhi) in so far as such Acts relate to any matter with respect to which the Legislative Assembly has powers to make laws, under clause (3) of article 239 AA of the Constitution, include a practitioner whose name is entered in the register under this Act.
· Every registered practitioner shall be exempt, if he so desires, from serving on an inquest.
PANELTY FOR NON REGISTRATION
As per section 17(5) of Delhi Bharatiya Chikitsa Parishad Act 1998 without registration with the Parishad any person though qualified in Indian Systems of Medicine, shall be liable for action as specified by the Parishad.
These are following:-
Penalty for falsely claiming to be registered- If any person whose name is not for the time being entered in the register, falsely represents that it is entered, or uses in connection with his name or little any words or letters reasonably calculated to suggest that his name is so entered, he shall, on conviction, be punished with fine which may extend to fifty thousand rupees, or rigorous imprisonment which may extend up to two years, or both.
False assumption of practitioner under this Act to be an offence- Any person who falsely assumes that he is a practitioner as defined in clause (k) of section 2 and practices the Bharatiya Chikitsa ( Indian Systems of Medicine) shall be punishable with rigorous imprisonment which may extend up to three years and with fine which may extend up to fifty thousand rupees.
Explanation- Under this section, punishment can be awarded only to practitioners as defined in clause (k) of section 2 of this Act and no punishment may be awarded to any one practicing Veterinary medicine or Veterinary surgery or Homoeopathic or Modern Scientific System of Medicine.

Drug Control Department (ISM)
The Drug Control Cell for Ayurvedic and Unani Medicines was started in the year 1975 under the Drug Control Department of modern medicines functioning under the Directorate of Health Services, Delhi Administration, Delhi. The licensing for the manufacture of Ayurvedic and Unani medicine was started in May 1975 under the Provisions of Drugs and Cosmetics Act, 1940. After creation of separate Directorate of Indian Systems of Medicine & Homeopathy by the Govt. of NCT of Delhi in 1996, the Drug Control Cell of Ayurvedic and Unani Medicine has been transferred to this Directorate from the Drug Control department in 1997. The Deputy Director (ISM) has been notified as the Licensing Authority / Drug Controller for A&U Drugs. At the moment, three Drug Inspector (Ayurveda) and two Drug Inspector (Unani) assist the Licensing Authority (ISM). Total 63 regular manufacturing units are there out of which 44 Ayurvedic units, 19 regular Unani units, 6 regular combined A&U units and 1 Ayurvedic loan licensed and 1 Unani loan licensed units are licensed as on 20-10-09.
Note: All Ayurvedic & Unani manufacturing Units in Delhi are working as GMP Firms.
Requirements for issuing of new license/ renewal of license
The following forms are used for applying Grant /Renewal of Licences:
· Form No. 24 D- for Grant /Renewal of Licence for manufacturing of Ayurvedic /Unani /Siddha Medicines under Drug Act 1940.
· Form No. 24 E - for Grant /Renewal of Lone for manufacturing of Ayurvedic /Unani / Siddha Medicines under Drug Act 1940
Validity of Licence- Three years from the date of issue
The Govt. also proposes to establish a well equipped and modernized Drug-Testing Laboratory for ISM &H. This laboratory is likely to be established very soon in the existing building of the Directorate of Prevention of Food Adulteration at A-20, Lawrence Road Industrial Area, New Delhi-95.

The science of Homoeopathy rest on this solid foundation of experience and wisdom of the ancient seers of India" Lets like be treated by likes", Simiilia Simibus Curentur" was rediscovered in the 18th century by the father of the system of Homoeopathy, the great German Physician Dr. Christian Federick Samuel Hanhemann, who lived between 1755 and 1843. He did M.D. from Erlangen University in 1779. He gave up his lucrative practice at the height of his reputation; realizing that the old school of treatment (allopathy) created more and more side-effects than curing diseases and so he took to translation of medical books. While translating Cullen's Treatise on Materia Medica he came across a statement that Cinchona bark cured Intermittent fever because of its tonic action on stomach. He disagreed with it and decided to conduct experiments upon himself and members of his family to find out the truth. He took four drachmas of the tincture of Cinchona himself and to his surprise found the symptoms of the intermittent fever and sweat developing. When the drug was discontinued the symptoms disappeared. Hanhemann sensed here a law that taught him to recognize that in the effect that a substance has on the healthy organism is to be found the curative power for similar disease symptoms. He repeated this experiment with other drugs for six years and came to conclusion that the curative powers of drugs depended upon their capability to produce similar symptoms in healthy persons. Homoeopathy, thus is a specialized method of drug therapy employed to cure the natural suffering of a person by the administration of drugs which have been experimentally proved to possess power of producing similar artificial suffering or symptoms of disease in healthy human beings.
Homoeopathy was introduced into India in 1810 when German missionaries started distributing homoeopathic medicines. When Dr. Honigberger a disciple of founder of Homoeopathy, Dr. S. Hanhemann, came to India in 1839 to treat Maharaja Ranjit Singh and thereafter settled in India. Homoeopathy spread widely in India due to its inherent salient features, which are in tune with ancient Indian philosophical principles, Indian immediately took to this new system of medicine and has progressed steadily in the country. The process of official recognition of Homoeopathy started with the passing of first resolution by the Central Legislative Assembly in 1937 followed by another resolution in 1948 but it was only in 1952 that Homoeopathy started getting recognition in different States. In Delhi, the "Delhi Homoeopathic Act" was passed by the first Delhi Legislative Assembly in 1956 which was introduced by the then Minister for Health, Dr. Yudhvir Singh. This bill gave official recognition to Homoeopathy in Delhi and established Delhi Homeopathic Board for the Registration of Homoeopathic doctors and regulation of Homoeopathic education inn Delhi.
Considering the efficacy, long term cure, low cost, safe oral administration and easy availability of medicines, contribution of Homoeopathy towards the improvement of health services in Delhi is of prime importance for the inhabitants of the metropolis with ever increasingly aware and concerned about medicinal risks, side effect, the use of Homoeopathic medicines has gained ever-increasing significance. Nehru Homoeopathic Medical College and Hospital is one of the premier and reputed Homoeopathic Colleges of India. The institution was founded by late Padam Bhushan Awardee Dr. Yudhvir Singh, a great freedom fighter, social worker and pioneer Homoeopath of India. The foundation stone of the college building was laid by Hon’ble Dr. Sushila Nayyar, Minister of Health and Family Welfare at that time, on August 22, 1963. The O.P.D. Wing was inaugurated by the then Hon’ble Prime Minister, late Shri Lal Bahadur Shastri on May 6, 1964. Classes in the college were started from 1967 for Diploma in Homeopathic Medicine and Surgery (DHMS) Course, upgraded to Bachelor in Homeopathic System of Medicine and Surgery(BHMS) Course under Board of Homoeopathic System of Medicine. On September 1, 1972 this institution was handed over by Dr. Yudhvir Singh Charitable Trust to Delhi Administration.
This is a graduate level college established in the year 1972 and is affiliated to Delhi University in 1992 and is located at B-Block, Defence Colony, New Delhi. The college imparts 5½ year of course in Bachelor of Homoeopathic System of Medicine and Surgery. The admission capacity of 50 students per year.
The candidate seeking admission to Bachelor in Homeopathic System of Medicine (B.H.M.S). course must have passed Intermediate/Senior School Certificate examination (CBSE)/Indian School Certificate Examination (12 Years course) or any other equivalent Examination thereto with 60% or more marks in the aggregate of three subjects i.e. Physics, Chemistry, Biology and has also passed English from the recognized school conducting regular classes (except Patrachar Vidyalaya and Open School). While deciding the merit the marks obtained in English will not be taken into consideration.

This body was established on 1st July 1998 to initiate, aid, develop and coordinate research in Homoeopathy. This organization is receiving 100% grant-in-aid from Govt. of Delhi. The General Body, Executive Committee and the Scientific Advisory Committee look after the management. Parishad is carrying out research on Evaluation of Homoeopathic drugs in the treatment of MDRTB/TB at Nehru Homoeopathic Medical College and Hospital (July 99) and Nehru Nagar TB Chest Clinic (Feb 2002). Senior Research Fellows (Homoeopathy) and Data Entry Operator have been involved in the clinical research of Tuberculosis. Parishad is also coordinating research activities in Nehru Homoeopathic Medical College and Hospital and Dr. B. R. Sur Homoeopathic Medical College, Hospital & Research Centre and special OPD clinics have been established for the research projects.
To propagate homoeopathy Parishad has hosted its web site “http://www.delhihomeo.com/”. It was launched by the then Hon’ble Health Minister, Dr. A. K. Walia on 203/2001. The site is an interactive one and gives online advice about homoeopathy and other health related issues. It also gives homoeopathic treatment to patients on the basis of information provided by them through a pre-structured proforma given on the website. The faculty members of the Nehru Homoeopathic Medical College and Hospital have been associated to answers the queries related to online consultation. The webmaster of this site is Dr. R. K. Manchanda, Deputy Director (H). So far till 31st March 2004, 1315 queries have been asked, of these 752 queries relates to advice and 563 queries relates to online Homoeopathic treatment.

Board of Homoeopathic System of Medicine (100% Grantee Institution). This is a statutory body established as per the provision of Delhi Homoeopathic Act 1956 and deals with the registration of Homoeopathic doctors and other statutory function. There are about 2500 registered Homoeopathic Practitioners. The Delhi Homoeopathic Act of 1956 has been amended by the Govt. of Delhi.

In 1994 Govt. of Delhi had constituted a “Homoeopathic Advisory Committee” under the chairmanship of Dr. K. G. Saxena for the development and expansion of Homoeopathy in Delhi. The committee recommends various schemes for the promotion and development of Homoeopathy.

Most of the dispensaries are concentrated in the JJ Clusters and rural areas. The work of the dispensaries is being looked after by Senior Medical Officers (Homoeopathy)/Medical Officer (Homoeopathy), Pharmacist (Homoeopathy) and Class-IV. Twenty Eight homoeopathic dispensaries were started in 1977. Patients of acute as well as chronic with varied complaints such as GIT disorders, respiratory diseases, fevers, skin diseases, viral infections, asthma and allergic disorders, joint disorders are being treated in these dispensaries. Planning Evaluation Cell, Govt. of Delhi had conducted an evaluation study to assess the efficacy of the existing homoeopathic dispensaries and to evaluate the patient satisfaction/opinion and services provided by the dispensaries. The evaluation study report revealed that the number of patients availing the services of the dispensaries has increased from 8 lac patients to (44 dispensaries) in 1997 to 12, 67081(56 dispensaries) in 2001 The report recommended that more dispensaries should be opened so as to cater the needs of the populace of low income groups. These dispensaries function during morning hours and evening hours
