Allotment of Mobile Van Dispensaries to various Voluntary Organizations/ NGOs/Pvt. Hospitals by Dte. of Health Services, GNCT Delhi

Introduction

 

Rapid urbanization has brought about migration of rural population to urban settings in search of food and job. Prevailing high disparity between rich and poor has forced this migrant population to settle in the small groups in unauthorized colonies called J.J.Clusters. Poverty, sub-human conditions, poor quality of life and lack of medical facilities has resulted in higher incidence of diseases. Today about 35% of Delhi population is living in the J.J.Clusters and unauthorized colonies. Civic bodies are not able to provide required civic amenities as they are all settled in the area labeled as unauthorized. Newly formed Government of Delhi took a serious note of poor health status of residents of J.J.Clusters and decided to strengthen Mobile Health Scheme to provide basic health care to the residents at their door-step according to their felt needs. To start with a fleet of 20 mobile dispensaries was launched covering different J.J. Clusters all over Delhi on weakly basis in1989. Due to paucity to resources and keen interest shown by some NGO’s Delhi Government invited NGO sector to participate in the scheme and as a result, a fleet of 90 mobile Dispensaries started providing health care to the J. J. Clusters / unserved areas / construction sites. Directorate of Health Services realizes that no amount of drugs and curative care provided to J.J.Clusters can control their pathetic condition until or unless other sectors also contribute with DHS to improve overall physical quality of life. As a result, the present status of Mobile Health Scheme is as follows:-

1.      Mobile Health Scheme has been strengthened to a fleet of 90 mobile vans to provide basic health care to J J cluster / unserved areas / construction sites.

2.      Mobile Health Scheme is participating in the implementation of all the relevant health programs like family welfare, immunization etc

3.      Mobile Health Scheme is providing medical cover to thousand and lakhs of people attending religious and social get together like Kanwar Sewa, Sant Nirankari Sammelan, Urs, Haj pilgrims, Republic Day celebration etc.

Hired Commercial vehicles with seating capacity of 08 or above are deployed as Mobile Van Dispensaries. A sign board and banner are displayed on these vehicles at time of functioning of Mobile Van Dispensaries.

Operational Procedure

Vehicles start from zonal offices / peripheral hospitals/ dispensary cell district offices / NGOs offices. One mobile dispensary visits 2 JJ Clusters in a day. One vehicle covers total of 6JJ Clusters and each cluster is visited twice a week and medicines are issued for 3 days.

Mobile Van Dispensaries are deployed from 05.00 PM to 11.00 PM to provide medical cover to above Night Shelter sites.

A compiled weekly morbidity report received from these mobile dispensaries is sent to Revenue Department.


 

 

MOBILE VAN DISPENSARIES FOR DELHI BUILDING & OTHER CONSTRUCTION WORKERS & THEIR FAMILIES

In pursuance of decision taken in the meeting under the chairpersonship of Hon’ble Chief Minister of Delhi on 23/05/2009, 13 Mobile Van Dispensaries have been deployed at pre-identified construction sites communicated by Labour Department to provide basic health care services to Delhi Building & other Construction Workers & their families. These Mobile Van Dispensaries are being run in collaboration with NGOs as indicated above in the table. The NGO provides staff including Doctor, Pharmacist, Nursing Staff, Dresser & Attendant. The salary to the staff is paid by the concerned NGO. However, expenditure upto 25% of the salary disbursed by voluntary organization / NGO, maximum upto Rs. 10785/- per month per Mobile dispensary, to the staff deployed on Mobile Van Dispensary excluding the salary of the pharmacist is reimbursed by the GNCT Delhi. The Health Department is providing hired 08 seater or above commercial vehicle, essential drugs, consumables, stationery items, vaccines etc.  The total cost of running these Mobile Dispensaries is reimbursed by Delhi Building & other Construction Workers Welfare Board Fund.

 

A sign board depicting ‘MOBILE VAN DISPENSARY, DELHI BUILDING & OTHER CONSTRUCTION WORKERS WELFARE BOARD, DELHI GOVERNMENT’ is displayed on these vehicles at the time of operation. The working hours of these Mobile Dispensaries are 08.00 AM to 02.00 PM daily Monday to Saturday with Sunday off. The monitoring & supervision of these Mobile Dispensaries is done by CMO incharge Mobile Health Scheme and Zonal Incharges of Mobile Health Scheme. The office of CMO Incharge Mobile Health Scheme is receiving monthly Morbidity Report, Vehicle Duty Report and Monthly claims for reimbursement of 25% of salary component from these dispensaries.
