State Election Commission, Delhi was constituted under Article 243K and 243ZA pursuant to the 73rd & 74th Amendements to the Constitution of India, which are significant milestones in the direction of establishing and strengthening democratic decentralized adminstration through Local-Self Governance by ensuring that elections to the Local Bodies are held on time, and in a free, fair and impartial manner. These amendments, inter-alia, provide that the superintendence, direction and control of the preparation of electoral rolls for, and the conduct of, all elections to the Panchayats and Municipals by the Governor (Administrator, in case of NCT of Delhi). The explicit mandate is to hold elections before expiry of the term of these Bodies, with no provision for extension of their tenure. This single member Election Commission is assisted by Secretary, Dy. Secretary, and other supporting staff in the discharge of its statutory functions shall be vested in a State Election Commission consisting of a State Election Commissioner to be appointed. Section 10 of the Punjab Municipal Corporation Act 1976 as extended to the UT, Chnadigarh vests the superintendence, direction and control of the preparation of the electrol rolls for, and the conduct of, all elections to the Municipal Corporation of Chandigarh in the Election Commission of Delhi.

Similarly, State Election Commissioner of Delhi is appointed as Election Commissioner under Section 210 of Punjab Panchayat Raj Act 1994, as extended to the UT Chandigarh, for election to Panchayati Raj Institutions. Democratic governance is known to us for ages. The first Republic in the world functioned at Vaishali in our Country. Democracy is a continual participative operation, not a sporadic exercise.

Panchayats and Municipalities are the nursery of future leaders of democracy at highest level.Need for conceptual and operational tools for cleansing the polity at grass root level is imperative for effective ground root democracy. Transparency is must for the growth of healthy democracy. We are striving to logistically and conceptually strengthen this newly founded Institution.Similarly, State Election Commissioner of Delhi is appointed as Election Commissioner under Section 210 of Punjab Panchayat Raj Act 1994, as extended to the UT Chandigarh, for election to Panchayati Raj Institutions. Greater public information and out reach capacity, transparency, capacity building, and empowerment of the citizen are key areas which are being emphisized by the State Election Commission. Commission's website has been launched with a view to generate greater public awareness about the electoral Law and process and rights and duties of the voter. Extracts from the revelant Laws, Model Code of Conduct, Electoral Rolls for elections to Local Bodies, qualifications and disqualifications of the candidates for contesting elections, forms to be used for nominating candidate, appointment of election/polling/counting agents, list of validly nominates, list of final contestants, counting of votes and declaration of results, and various other issues pertaining to conduct of elections, and the relevant formats are put on this website. Apart from establishing transparency in Commission's functioning through dissemination of relevant information to the electors, the website would be of interest to the general public, research workers, academicians, and other persons interested in th election process. We would warmly welcome suggestions from public spirited individuals,NGOs, RWAs, groups of intellectuals and elected representative of people for improving the quality and contents of the website
