1. For obtaining a water connection for areas falling in the jurisdiction of MCD, the consumer should contact the concerned Zonal Engineer(W) .

2. The consumer can obtain a water connection in Unauthorized / Regularised colonies, Approved colonies, Resettlement colonies / Urban Villages, Rural Villages for domestic / commercial / industrial purposes, as provided under the rules.

3. Application form will be available with ZRO/ZE(W) at the cost of Rs. 10/- . The form downloaded from website can also be used for seeking new water connection.

4. Application form complete in all respect shall be accepted on the spot at ZE office & ZE will send the file to ZRO concerned for ensuring non-pending of any dues by next day.

5. ZRO concerned will intimate no dues certificate or details of any due within 3 working days from receipt of file.

6. ZE will give technical sanction/clearance within 2 days from receipt of file and intimate to the consumers & send the file to ZRO concerned for depositing of Water Connection charges including RR charges & Development charges/Meter Security if any etc.

7. ZRO(W) concerned will issue bill for payment on the same day on receipt of file.

8. Applicant has to make payment on the bill raised within 24 hrs & submit copy of receipts to ZE concerned.

9. ZE will give boring permission for connection to be done by qualified plumber. He shall ensure physical verification of boring/laying of line on appointed date by self or deputing JE/Fitter.

1. The Developing Agencies, before laying of water supply services, are required to get the Water Supply Scheme approved from the Planning Circle of the Delhi Jal Board located at Varunalaya Phase-I, Karol Bagh, New Delhi.

2. The water supply scheme is to be submitted in five sets, along with the hydraulic calculations and other details as under: -

3. After scrutiny of the scheme by Planning Circle and deposit of necessary Central Storage Charges @ Rs.2/- per litre of the total daily average water requirement, approval is conveyed to the developing agency indicating size of ferrule/connection and conveyance main upto the proposed water tank to be constructed by the developing agency. The approval is conveyed within 10 days of deposit of Central Storage Charges.
   
   
4. On approval of the scheme by the Planning Circle, the Developing agency is required to apply for sanction of water connection in the office of Zonal Engineer (Water) of the area. The water connection shall be sanctioned within 30 days.
   
   
5. The developing agency is required to lay and maintain the ferrule connection and conveyance main upto the reservoir.

1. Road Restoration Charges estimate to be obtained by the applicant from Zonal Engineer (Works), MCD and same to be deposited with his office.

2. Any water connection installed in violation of the above procedure, either on the part of the applicant or the Plumber engaged by him, shall be treated as unauthorized water connection and is liable to be disconnected without any notice. The same can, however, be regularized on submission of application and completion of all the above formalities with payment of penalty and usual charges plus cost of water, as applicable from time to time.

1. The consumer will have to pay enhanced penalty / charges together with cumulative water charges for 3 years as under, apart from facing the risk of disconnection of water connection.

2. Penalty of Rs.3000/- per unauthorized connection.

3. Water Charges per month for the respectively Category for the past three years.

4. Water Development Charges, wherever applicable. (Rates of Development charges have been indicated separately in this book.)

5. Usual initial charges such as opening fee, water advance and R.R. Charges etc.

SURCHARGE LEVIED IN ALL CATEGORIES

5% surcharge is levied if payment is not made within specified date. Surcharge is payable on the total due amount.

Delhi Jal Board charges water and sewerage development charges from Unauthorized/Regularized colonies. However, villages and bonafide residents of extended area of village under Lal Dora are exempted from depositing the Development Charge. Rate of water and sewer development charge is as under: -

Rate of Sewerage Development Charges:

Criteria of levy of Sewerage Development Charges have been revised recently on the basis of date of completion of work of laying of sewer line in the respective colony. Accordingly, colonies where work of laying of sewer line has been completed upto 31 March 2005 rate of Rs. 160/- is applicable along with above rebate scheme.

In case of colonies where work is being completed in current financial year 2005-06 rate of Sewerage Development Charges is Rs. 179/- per Sq.m. with rebate of 20% for full and final payment.

UNAUTHORIZED REGULARISED COLONIES

1. In case of Unauthorised regularized colonies where water and sewerage lines were laid and notified before 02.04.1987, Rs.15/- and Rs.45/- per sq. mt. will be charged for water and sewerage respectively plus 12% compound interest per annum w.e.f. 02.04.1987.

2. Services lay between 01.11.1990 to 04.4.1994, Rs. 20/- and Rs. 55/- per sq. mt. plus 12% compound interest will be levied for water and sewerage respectively from the date of notification.

3. Services laid after 05.04.1994 onwards, Rs. 55/- and Rs. 100/- per sq. mt. plus 12% simple interest for water and sewerage will be levied from the date of notification.

4. The rates of development charges for provision of Water & Sewage facility in unauthorized regularized colonies of Delhi have been raised to Rs. 110/- and Rs. 200/- per sq. meter respectively vide resolution No.481 dated 6-12-1999. The revised rates are effective from 4-2-2000. However the Board has also decided that old rates will be charged from those plot holders who had paid 75% or more of the first advance installment for the colony as a whole before 4-2-2000. The old rates will also be charged from those colonies which were asked in writing before 4-2-2000 to deposit the development charges if such pays 75% or more of its advance installment at the pre-revised rates.

5. The revised rates shall be automatically incremented annually by 12% starting from 1st April 2001.

6. A rebate of 20% shall be granted to the plot holders, if they make full payment of development charges in lump sum on revised rates within 3 months from the date of issue of the first bill. If not, the entire development charges shall be recovered from him in 20 equated quarterly installments.

7. It shall be mandatory on the part of plot-holders to pay sewer development charges irrespective of the fact whether they take the sewer connection or not. The onus for paying the mandatory sewer development charges shall lie on the plot holder alone right from the date of notification. The water supply shall be liable to be disconnected in case of default.

8. A compound surcharge of 5% on the total amount shall be levied if the water/sewer development charges installments are not paid within due date.

9. Old agreement cases shall continue to be governed by the old rates, as applicable.

UNAUTHORIZED UNREGULARISED COLONIES

1. Rates for water development charges for provision of water lines in unauthorized unregularised colonies has been revised from the existing Rs. 55/- per sq. meter to Rs. 110/- per sq. meter. If the payment of full amount of development charges is made within three months of the receipt of Ist bill, 10% rebate will be given.

2. Water lines will be laid on payment of first advance installment of Rs. 25/- per sq. meter of the plotted area.

3. The tender will be called only on receipt of 50% of the first installment and work will be executed only after receipt of 75% of the first advance installment from the colony as a whole.

4. After execution of the scheme water connections will be released on payment of another Rs. 25/- per Sq. Mt. and the balance will be payable in 20 equated quarterly installment.
