Particulars of Organization, functions and duties [Section 4(1)(b)(i)] |
| Aims and Objectives of the Organisation |
| Directorate of Gurdwara Elections, Govt. of N.C.T of Delhi is headed by the Director (G.E), who is assisted by the Election Officer, Accounts Officer, Superintendent and other clerical supporting staff. The Divisional Commissioner, Delhi is the Pr. Secretary of this Directorate. The main object of this Directorate is to conduct the election of members of 46 Gurdwara Wards to the Delhi Sikh Gurdwara Management Committee after a period of every 4 years for which electoral rolls are also prepared and revise from time to time with the help of Electoral Registration Officers/Returning Officers and Assistant Electoral Registration Officer/Assitt Returning Officers of the respective Gurdwara wards and their allied staff. This department not only conducts elections of members but also carry out amendments in the Delhi Sikh Gurdwara Act and Rules made there under from time to time. |
| Brief History & Background of its establishment |
| Directorate of Gurdwara Elections, Govt. of N.C.T of Delhi was established in the year 1974 by an Act of Parliament called the Delhi Sikh Gurdwara Act, 1974 and rules made there under mainly to conduct the election of 46 members from the general public and 9 members by way of Co-option to the Delhi Sikh Gurdwara Management Committee for a period of 4 years for which electoral rolls are prepared and revised from time to time. The Ist, II nd and III rd general elections were held in the year 1974, 1978 and 1995. The last general elections were held in June, 2002. The next general elections are likely to be held in the month of June-July, 2006. Apart from the above this Directorate is responsible to ensure that the provisions of Delhi Sikh Gurdwara Act, 1971 and rules made there under are adhered by all concerned. Delimitation of Gurdwara wards and amendments in the Act & rules are also carried out by this Directorate. |
| Allocation of Business |
| Directorate of Gurdwara Elections, Govt. of N.C.T of Delhi is responsible to conduct election of members of 46 Gurdwara wards as well as Co-option of 9 members to the Delhi Sikh Gurdwara Management Committee for a period of 4 years and also bi-election, if any vacancy arises due to resignation/death of a member. The Directorate is also responsible to carry out amendments in Delhi Sikh Gurdwara Act, 1971 and rules made there under as & when any necessity arises. De-limitation of gurdwara wards is also done by this directorate for holding the election of members to Delhi Sikh Gurdwara Management Committee. This Directorate is responsible for preparation of electoral rolls and also carry out revision from time to time. |
| Duties performed to achieve the mission |
| This department being vested with the responsibility of conducting the elections of members to the Delhi Sikh Gurdwara Management Committee. These duties includes:- |
- To carry out amendments in Delhi Sikh Gurdwara Act, 1971 and rules made there under.
- To prepare and carry out revision of Electoral rolls of respective Gurdwara wards from time to time under Delhi Sikh Gurdwara Management Committee, Registration of electors rules, 1973.
- To ensure the free and fair polls/elections of members to the DSGMC from cast & creed under Delhi Sikh Gurdwara Management Committee (election of members) rules, 1974 and Delhi Sikh Gurdwara Rules, 1973.
- To hold elections under Delhi Sikh Gurdwara Management Committee (Co-option of members) Rules, 1974.
- To hold election of Pro-Tempore Chairman, President, other office bearers and members of the Executive Board of Delhi Sikh Gurdwara Management Committee under Rules 1974.

| The main object of this department is to hold elections of members to the Delhi Sikh Gurdwara Management Committee and its related matters. This department has already appointed State Public Information Officer and State Assitt. Public Information Officer under section 5 and also Ist Appellate Authority under section 19 of the Right to Information Act, 2005 and they have been responsible to supply any information related to this Department to the citizens, as & when should be asked otherwise banned to supply under the above said act. |
