 Introduction
The Fourth Delhi Finance Commission was constituted under section 3 of the Delhi Finance Commission Act, 1994 by the Administrator of the National Capital Territory of Delhi w.e.f. 14 October 2009. A Finance Commission is required to be constituted under clause (1) of article 243-I read with the provisions contained in article 243-Y of the constitution of India and respective laws regulating the functioning of municipalities constituted under artical 243-Q of constitution.
