  1. Introduction

    From its very inception our Government has sought to devise institutional forms of citizen-government partnerships and increase the efficacy of existing representational forms of participation. The edifice of our governance rests on this sturdy foundation, peoples’ participation. And, this is not lip service. Slowly but surely we are evolving a mechanism of an active, effective and target-oriented citizen-government partnership, ‘Bhagidari’. This has both enriched and imparted new meaning to democratic governance.

      The Concept

      Bhagidari”, the Citizen’s Partnership in Governance -

      •  is a means for facilitating citywide changes in Delhi,
      •  utilises processes and principles of multi-stakeholders (citizen groups, NGOs, the Government …) collaboration,
      •  applies the method of Large Group Interactive Events
      •  aims to develop ‘joint ownership’ by the citizens and government of the change process.
      •  facilitates people’s participation in governance

       

    1. My Delhi I Care

      My Delhi I Care Fund” has been created in the Revenue Deputy Commissioners of nine districts to enable the citizens to participate in the upkeep and protection of their own habitat through partnership with the Government. The ‘Fund’ aims to attract citizen groups registered under the Bhagidari Scheme of Delhi Government to contribute through financial and other means in various micro projects and maintenance works, designed to improve their immediate environment. The idea is to foster the spirit of ownership among the citizen groups. Rs.50.00 lakhs have been allocated to each revenue district of Delhi, to be kept under the control of the Deputy Commissioner of the Revenue District. The Deputy Commissioner is required to release the money to the asset owning agencies/implementing agencies or to the Bhagidar citizens groups for the execution of works.
