Schedule Caste/Scheduled Tribe Certificate

(a) In case of persons who have been residing in Delhi since 20.09.51, and in case of their children, the procedure of issuance of SC/ST certificate is as follows:-

Papers / Documents Required.
  1. Application form duly attested by M.L.A., M.P., Municipal Councilors or Gazetted Officers.
  2. Copy of Ration Card or other Proof of Residence.
  3. Birth Certificate or School Certificate showing date of birth or if applicant is illiterate, an affidavit declaring age.
  4. An affidavit declaring name, fathers name, residential address, period of residence in Delhi & caste, and attested by oath commissioner/notary public.
  5. In case applicant is a married woman, proof of residential address before marriage.
  6. Copy of SC Certificate of father / brother/ sister, if any.
  7. Where no SC/ST Certificate has been issued to any member of applicant’s family, two witnesses who are Government servants are required who should give in writing that they know the person and his caste, alongwith the attested copies of their identity Cards.
  8. Documents at Sr. No. 2 to 7 to be attested by a Gazetted Officer.

Important Note :
In case where the applicant is a permanent resident of Delhi & has appended a copy of SC/ST certificate issued to any member of his family, no local inquiry is conducted. In such case, verification is done from record available in office of SDM or CCS branch in office of Divisional Commissioner. Where the record is not available in office of SDM or CCS branch, a local inquiry is conducted.

In case, no member of the applicant’s family has been issued a certificate earlier, a local enquiry is conducted.

In case of a married woman, the local enquiry is conducted at the place of residence prior to marriage as well as the place of residence after marriage.

Such certificate cannot be issued to a person if he is already in possession of such certificate issued by the Competent Authority.

(b). Other State SC/ST Certificate

Children of persons who have migrated after 20-09-1951 to Delhi are also eligible for issuance of SC/ST certificate on production of their fathers’ SC/ST Certificate issued by the competent authority of the State/Union Territory from which they have migrated. However, in such cases, the following procedure is applicable:-

Papers / Documents Required.
  1. Application form, duly attested by Class-I Gazetted Officer.
  2. Birth Certificate or School Certificate.
  3. Copy of Ration Card or Other Proof of Residence.
  4. Copy of SC/ST certificate of father issued by SDO/Tehsildar of the State. Original to be produced for examination.
All documents should be attested by a Gazetted Officer.

The SC/ST Certificate belonging to the applicant’s father will be examined the time of submission of the form by the applicant’s. In cases where the father’s certificate has over-writing or is illegible or the stamp of the issuing authority is very faint or the certificate is undated, the authenticity of the father’s certificates will be ascertained from issuing authority. Certificate will be issued subsequently.

It may be noted that SC/ST certificate cannot be issued to a person if he is already in possession of such certificate issued by the Competent Authority

Other Backward Class Certificate
 
Eligibility Criteria :-
  1. In accordance with Notification No.F.28(93)/91-92/SCST /P&S/4385-95 dated 20-01-1995 of Govt. of NCT of Delhi, 53 Castes have been notified as Other Backward Castes (OBCs) for the purpose of reservation of 27% vacancies in Civil posts/Services under the Govt. of NCT of Delhi (including vacancies in Public Sector Undertaking/Local bodies under Govt. of Delhi) to be filled in by direct recruitment for members of these castes.   2. It may be noted that the aforesaid reservation does not apply to persons/sections mentioned in the Schedule drawn on the basis of the schedule attached to the Govt. of India, Ministry of Personnel, P.G. and Pensions (Department of Personnel and Training) Office Memorandum No.36012/22/93-Estt.(SCT) dated 8th September, 1993 (i.e. persons belonging to the ‘creamy layer’).   3. Further, a Commission known as "Commission for Other Backward Classes of the National Capital Territory of Delhi" is constituted in Delhi as a permanent body, to examine and recommend requests for inclusion and complaints of over-inclusion and under-inclusion in the list of Other Backward Classes.

Papers / Documents Required
  1. Application form completely filled.
  2. Birth Certificate or School Certificate.
  3. Two Passport Size Photographs (One should be attested by the Gazetted Officer).
  4. Copy of Ration Card as Proof of Residence.
  5. Affidavit showing the caste, income and agricultural land owned by the applicant, if any.
  6. Pay Certificate of the last month, in case of Govt. employees.
  7. Copy of O.B.C. Certificate of father/brother, if any.
  8. A letter from the Registered Society of the Caste, if any.
  9. In case of married woman :-
    1. Affidavit from her father showing his income and caste.
    2. Copy of O.B.C. Certificate of the father/brother, if any.
 
Important Note

In case where the applicant has appended the OBC certificate of his father issued from other State, the authenticity of father’s certificate may be ascertained from issuing authority.

A local enquiry is conducted in all cases to verify applicant’s residence/income/caste and whether he/she belongs to the ‘creamy layer’.

The certificate cannot be issued to a person if he is already in possession of such certificate.
