1. Domicile Certificate

Q. Where do I have to go and during which hours?


To the office of Sub-Divisional Magistrate in whose jurisdiction  you reside, during 9.30 a.m. to 5.00 p.m. on any working day.

Q. Which papers/documents/fees, do I take with me?

1. Proof of continuous residence in Delhi for the last 3 years like Ration Card, Identity Card, School Certificate etc.
2. Application form  duly attested by a Class-I officer that he/she knows the applicant for more than 3 years. The above attestation should be done only on the basis of personal knowledge of at least three years by any Under Secretary of Delhi Govt./Govt. of India, any gazetted officer holding Class-I post of Delhi Govt./Govt. of India, any Magistrate or Supdt. of Police. In case attesting officer makes wrong attestation either willfully or due to insufficient information in the application will be liable to criminal proceedings as well as departmental action as deemed fit.

Q. What will be the criteria used while deciding my case?

After receiving the complete application, a draft order is sent to the attesting authority for verification. After receiving the positive verification report and after the confirmation of Class I Gezetted post of the attesting authority, Domicile Certificate is issued to the applicant.

Q. When will I get a response?

You should be getting a response normally within 21 days.
 
2. Birth/Death Certificate

Q. Where do I have to go and during which hours?

To the office of Sub-Divisional Magistrate in whose jurisdiction birth or death took place, during 9.30 a.m. to 5.00 p.m. on any working day.

Q. Which papers/documents/fees, do I take with me?
  1. Application on a plain paper.
  2. Proof of Birth/Death of the person in respect of whom certificate is required.
  3. Proof of Birth/Death of the person in respect of whom certificate is required.
  4. Copy of Ration Card.
  5. School leaving certificate, if any, showing date of birth (in the case of birth certificate only).
All documents to be attested by a Gazetted Officer.

Q. What will be the criteria used while deciding my case?

After receiving the completed application, a draft order is made and sent to concerned police station for verification. (However, no such verification is required where a birth certificate is requested to be issued on the basis of a school leaving certificate showing date of birth).
After receiving the positive verification report from the police station, an order is issued to MCD for birth/death registration.

You should be getting a response normally within 21 days.
 
3. Handicapped Certificate

Physically handicapped identity card is issued to handicapped persons who are orthopaedically handicapped, mentally handicapped or are blind or deaf and dumb. Recorded minimum disability for issue of certificate is as follows:-

Q. Which papers/documents/fees, do I take with me?

  1. Application form
  2. Attested photocopy of first three pages of ration card showing proof of three years residence in Delhi.
  3. Attested photocopy of medical Certificate in respect of disability from All India Institute of Medical Sciences, Lok Nayak Jai Prakash Hospital, Hindu Rao Hospital, Safdarjung Hospital, Guru Teg Bahadur Hospital, Ram Manoher Lohia Hospital, Institute of Human Behavior and Allied Sciences etc.
  4. Two passport size photographs. One should be attested from Gazetted officer.
  5. For issuance of duplicate identity card, Rs. 10/- to be deposited with the cashier of District and the receipt should be attached with the application form.
  6. Ration Card is required at the time of submission of application form.
  7. Identity card will be given to the applicant only after getting his/her signatures on the Card.

After receiving the application form, attested medical certificate and a copy of Ration Card with a photograph of applicant, an Identity Card is issued to the applicant.

4. Solvency Certificate

Solvency certificate is issued to individual/firms declaring their financial standing for purpose such as standing surety in favour of some body, securing loans, securing business contractors etc. Solvency certificate is issued on the basis of salaries drawn by Govt. Employees/individuals, the properties owned by the applicants in their own name and Sales Tax/Income Tax returns.

To the office of Sub-Divisional Magistrate in whose jurisdiction  you reside or where the firm is located during 9.30 a.m. to 5.00 p.m. on any working day.

Q. Which papers/Documents/fees, do I take with me?


(a) Solvency certificate to Government Servants
  1. Application form duly filled in.
  2. Pay Slip duly signed by the competent authority such as Drawing & Disbursing Officer, Head of Office/Department.
  3. Photocopy of the identity card, attested by a Gazetted Officer.
  4. Photocopy of ration card showing Delhi address, duly attested.
  5. Affidavit stating the designation, salary drawn, name of the Deptt. where employed and that he/she has not stood surety for anyone earlier in or outside Delhi.
(b) Solvency certificate on the basis of Income Tax to a Salaried individual.
  1. Application form duly filled in.
  2. Photocopy of the Income Tax assessment/Income Tax returns filed by the applicant.
  3. Photocopy of ration card showing Delhi address, duly attested.
  4. Affidavit  stating the designation, salary drawn, name of the company/firm where employed and that he/she has not stood surety for anyone prior to this in or outside Delhi.
(c) Solvency certificate to an individual or a firm on the basis of property.
  1. Application form duly filled in.
  2. Photocopy of the Sale Deed (duly registered) showing the applicant as the sole proprietor of the property in question. Original to be produced for examination.
  3. Valuation certificate prepared by a Govt. approved valuer showing the present value of the property in question. Solvency certificate is issued upto 75% of that value.
  4. Ration card in case of individual, showing Delhi address. In case of the firm, the firm should be located in Delhi.
  5. Affidavit  that the said property has not been mortgaged.
Q. What will be the criteria used while deciding my case?

A report from Sub-Registrar is obtained whether the property has been sold by the applicant. The certificate is issued on the basis of the report.

5. Nationality Certificate


The nationality certificate is issued to the Indian persons for education/any other purpose.


Q. Where do I have to go and during which hours?


To the office of Sub-Divisional Magistrate in whose jurisdiction  you reside, during 9.30 a.m. to 5.00 p.m. on all working days.

Q. Which papers/documents/fees, do I take with me?
  1. Application form duly attested by Class-I Gazetted Officer.
  2. Attested photocopy of educational certificates.
  3. Photocopy of Birth certificate duly attested.
  4. Attested copy of ration card/any other proof of residence in Delhi.
  5. Copy of passport (if any).
  6. Any other relevant documents.
Q. What will be the criteria used while deciding my case?

After receipt of the application form and all the relevant documents, the Gazetted officer who attested already done by him. On the receipt of the re-attestation the nationality certificate is issue.

6. Lal Dora (Abadi Deh/Extended Abadi) Certificate

Q. Where do I have to go and during which hours?

To the office of Sub-Divisional Magistrate in whose jurisdiction  the property is located, during 9.30 a.m. to 5.00 p.m. on any working day.

Q. Which papers/documents/fees, do I take with me?
  1. Application form duly filed by the applicant form containing full details of land, Khasra No. and name of the owner.
  2. Affidavit stating details of land, Khasra No. name of the owner and purpose for requesting for Lal Dora Certificate.
  3. Aksh Sizra of the land in question.
  4. Copy of Ration Card.
  5. Copy of Khatoni.
Q. What will be the criteria used while deciding my case?

The application is sent to Tehsildar’s office for verification and report. After the particulars are verified, the certificate is issued to the applicant.

You should be getting a response normally within 21 days.
 
7. Non-Encumbrance Certificate

Non-Encumbrance Certificate is issued for the purpose of mortgaging the property for the purpose of seeking loans or for lease.

Q. Where do I have to go and during which hours?

To the office of Sub-Divisional Magistrate in whose jurisdiction  the property is located, during 9.30 a.m. to 5.00 p.m. on any working day.

Q. Which papers/documents/fees, do I take with me?
  1. Application on a plain paper.
  2. Copy of documentary evidence in original showing ownership of the property in the name of the applicant i.e. sale deed, GPA etc.
  3. Copy of ration card showing Delhi address, duly attested by a Gazetted Officer.
  4. Affidavit  of applicant regarding the ownership of the property in question and also that the said property is free from all sort of encumbrances.
  5. Affidavit  from two advocates that the property is free from encumbrance.
  6. Copy of letter/reference of the authority before whom the certificate is to be submitted.
Q. What will be the criteria used while deciding my case?

After the receipt of the application, the same is sent to Sub-Registrar in whose office the ownership document has been registered, for enquiry and report. In case the report is favourable, the requisite certificate is issued to the applicant.

8. Surviving Members Certificate

When an individual has expired, the surviving members certificate is often required for the purpose of settlement of claims in respect of the deceased by the surviving members of the deceased family.

To the office of Sub-Divisional Magistrate in whose jurisdiction  you reside, during 9.30 a.m. to 5.00 p.m. on any working day.

Q. Which papers/documents/fees, do I take with me?
  1. Application on plain paper.
  2. Affidavit to the following effects:-
    1. Details of deceased person i.e. name, age, address.
    2. Details of surviving members of deceased, their ages and relationship with the deceased.
    3. Purpose for which the certificate is required.
  3. Death Certificate.
  4. Photocopy of ration card/any other proof of residence in Delhi.
  5. Copy of letter/reference of the authority before whom the surviving members certificate is required (if any).
Q. What will be the criteria used while deciding my case?

After receiving the application, verification of the facts is carried out through the Tehsildar. On the basis of the report of Tehsildar & documents submitted by the applicant, the certificate is issued to the applicant.

9. Certificate to Children/Grand Children of Freedom Fighters


The certificate is issued to the sons/daughters or grand sons/grand daughters of freedom fighters to enable them to get benefit in education/employment.

To the office of Sub-Divisional Magistrate in whose  jurisdiction  you reside, during 9.30 a.m. to 5.00 p.m. on any working day.

Q.Which papers/documents/fees, do I take with me?
  1. Application on plain paper.
  2. Certificate from Dy. Secy. (GAD), Freedom Fighter Cell, Govt. of NCT of Delhi, 5, Sham Nath Marg, Delhi-110054.
  3. Affidavit  stating the purpose for which certificate is required, relationship with freedom fighter, details of pension etc.
  4. Attested copy of ration card/any other residence proof of Delhi.
  5. Attested copy of education certificates.

10. Income Certificate

Q. Which papers/documents do I take with me?
  1. Application on a plain paper.
  2. Copy of Ration Card.
  3. Affidavit  regarding residence, occupation, property owned and income.
Q. What will be the criteria and while deciding my case?

A local enquiry is conducted through bailiff / other staff to verify the particulars mentioned in the application and affidavit. The certificate is issued after receipt of the report.
