With a view to spread lingual culture and encourage exchanges of ideas and experiences, 2096 seminars/conferences/programmes were organised in different parts of Delhi on various literary subjects by the Academies and in collaboration with colleges, universities and various literary institutions and reputed NGOs. Besides, competitions, elocution contests, theatre festivals, workshops, music/literary concerts are conducted by the Academies on a regular basis. The upcoming and established writers were actively involved in these activities. Financial assistance was also given to encourage and promote young creative writers, journalists, scholars and NGOs. The Academies published their own books and magazines containing masterpieces of eminent authors and writers. The old and famous books of various languages are also published by the Academies after translating them in their respective languages. During the Ninth Five Year Plan 317 books were published by all the Language Academies. These programmes gave a major boost to promote and develop the composite lingual culture.

To commemorate great poets of Delhi who have earned national/international status by their works, State functions like Jahan-e-Khusrau and Yaadgar-e-Ghalib were also organised. With an aim of taking arts to the people and decentralizing the cultural activities District Cultural Centre concept has been introduced. Under this scheme a large number of cultural shows and training workshops in the field of Music, Dance, Drama & Fine Arts were organised. These activities had a major impact and created cultural awareness among the people and encouraged young and upcoming artists. Further Delhi was made cultural capital put on the International Map due to wide spread activities by undertaking International events.

D. Archaeology:

In order to arouse awareness about the rich cultural heritage of the city, mass awareness campaigns were launched in collaboration with the NGOs. Special efforts were made to involve NGOs, RWAs, PSUs and Corporate bodies in the maintenance and upkeep of the monuments under the overall supervision of the Department of Archaeology. The department has undertaken renovation/restoration of 20 historically important monuments during 9th Five Year Plan besides landscaping and gardening around them to make the general public view and appreciate. Haveli of Mirza Ghalib at Balli Maraan was restored and conserved to its original splender and a memorial museum was set up with various facets of Ghalib's life and works.
