Awards under suggestion scheme

The Govt. of NCT of Delhi has decided to encourage the officers and staff of Govt. of NCT of Delhi, its autonomous bodies and undertakings to send their suggestions for bringing Administrative Reforms in various fields such as: -


Cutting down delaysReducing paper workSimplifying process and procedures
Bringing innovative improvement for citizens' satisfactionReducing cost of operation to bring economy and saving in Govt. expenditureOther allied fields having a direct bearing on citizens' satisfaction
Suggestions of innovative nature resulting in reforms of any kind;

The above list is only illustrative and not exhaustive. Officers and staff may send suggestions for bringing improvements and reforms in any field of public administration. The suggestion can be sent both for their own department and other departments of Govt. of NCT of Delhi, its autonomous bodies etc. The suggestions would be considered and evaluated by Standing Committee on Administrative Reforms under the chairmanship of Chief Secretary.


Cash Award: -

Cash award upto Rs. 5000/- would be given to the officers and staff members, irrespective of their status for the suggestions, which are accepted by the Standing Committee on Administrative

Reforms.Periodicity and mode of sending suggestions: -

The suggestions can be sent to A. R. Department any time throughout the year. The suggestions will be assessed on quarterly basis e.g. for first quarter/April to June, it will be assessed and examined by Standing Committee on Administrative Reforms in the month of July. However, these can be sent to Dy. Director (Administrative Reforms), Govt. of NCT of Delhi, 7th Level, C-Wing, Delhi Secretariat, IP Estate, New Delhi or through E-mail: drkbrai@nic.in.

Format for suggestion


The suggestion should briefly cover as far as possible following aspects: -
  1. Department to which the suggestions relate;

  2. Subject matter / area covered;
  3. Shortcomings / problems in existing system;

  4. Suggestions for improvement and Its implementations

  5. Benefits likely to accrue including cost benefits, if any,

  6. Other features, if any

The applicant must give his full name, designation, office address and contact telephone number to facilitate further interaction, where required.

Awards for excellent filing system

Commendation certificate would be given for proper submission of files with excellent noting and drafting, which meet the guidelines given in the Manual of Office Procedure. Selected files would be examined by a committee of Officers of A. R. Department and recommendations given to Standing Committee on Administrative Reforms for grant of commendation certificate by the Chief Secretary. Heads of Departments can also refer excellent examined cases for consideration of the committee through A. R. Department.

An officer/staff member getting five or more commendation certificates from Chief Secretary would be given a cash of Rs. 2000/-.

All the officers/staff members are therefore advised to send their suggestions. They are also advised to follow the Manual of Office Procedure for submission of files to qualify for the commendation certificate.
