| I am to invite a reference to this Administration's OM No. F.2(49)/88-S.II dated 30-11-1988 and 24-10-1990, on the subject cited above, and to say that most of the departments are not processing the proposals in accordance with the instructions contained in the O.M. referred above. |

| Copies of the O.Ms, referred above, dated 30-11-1988 and 24-10-1990, is again being circulated herewith for ready reference. The departments may follow these guidelines while forwarding the proposals for recruitment rules/amendment thereof. |

| In case any difficulty arises, while processing the proposal for framing/amendment/notification of RRs, an officer of appropriate level and well conversant with the proposal may discuss the same with the undersigned on any Tuesday or Friday (fore-noon) after fixing an appointment on phone so that the procedural delays can be avoided. |
