Strengthening of Techinical Setup in Environment Department

The purpose of this scheme is to provide infrastructural facilities in the Department of Environment, Govt. of Delhi to handle the increasing workload on pollution issues. Department of Environment, Govt. of Delhi, is taking effective and coordinated measures for controlling pollution with limited facilities. The workload of Environment Department has increased manifolds during last few years due to implementation of various Environmental Acts and Rules and implementation of policies, on behalf of Govt. of Delhi, and also the National Environmental Policies, Govt. of India. The plan aims to provide sufficient backup facilities for effective implementation and monitoring of various programmes undertaken by the department.
 
11th Five Year Plan (2007-2012) and Annual Plan (2007-2008):
1. Name of the Scheme/Project Strengthening of Technical set up in the Environment Department.
2. Aim and objective of the Schemes To provide infrastructure facility along with well structured Organizational Set-up in the Department of Environment, Govt. of NCT of Delhi :
  • To cope up with various new environmental frontiers that has emerged in recent years.
  • To coordinate with various Departments in NCT of Delhi and Govt. of India for pollution abatement.
  • To implement the Govt. policies, Hon'ble Court directions and various schemes for conservation of Environment and control of pollution in Delhi.
3. Cost of the Scheme/ Project, Major components and date of approval Cost of scheme: Rs.500 lakhs
Major components are:
  1. Presently the existing staff of this department is getting salary under the centrally sponsored scheme "Assistance for abatement of pollution in Delhi" funded by Ministry of Environment & Forest GOI, since 1987. Provision to be made for timely payment of salary of existing staff of Environment Department. Being the State Govt. Department, the Flexible Complimentary Scheme (FCS) to be created as being operational in the MoEF, GOI.
  2. Creation of Technical & Ministerial Posts i.e. Principle Scientific Officers (03); Dy. Secretary (01); Sr. Scientific Officer (04); Scientist (04); Jr. Account Officer (01); Head Clerks (01); Stenographer, Gr.III (03); LDC (06); Driver (03); Peon(03).
  3. Training of Technical Staff.
  4. Purchase & Hiring of Vehicles
  5. Creation of infrastructure i.e. Computer and related accessory; EPBX; Photocopy machines; projectors etc
  6. Hiring of services of sectarial manpower and data entry operator.
Date of Approval: Since 8th Five Year Plan

5. Outlay and expenditure (Rs. In lacs) for previous plans

  2. Approved outlay 10th Plan (2002-07) : 180 lakhs
  3. Expenditure incurred during 2002-03 to 2005-06: 49 lakhs
  4. Outlay & Anticipated Expenditure during 2006-07: 30 lakhs
6. Outlay proposed for 11th Five Year Plan (2007-12) and annual Plan 2007-08 (in case of spill over scheme from 10th plan, the same may be highlighted specifically):
  1. Total Plan Outlay Proposed:
    1. 11th Five Year Plan (2007-12): 500 lakhs
    2. Annual Plan (2007-08): 100 lakhs
  2. Items of expenditure along with purchase of land, construction of buildings, purchase of machinery and equipments etc: 100 lakhs

  • 1. To provide infrastructure facility in the Department of Environment, Govt. of NCT of Delhi to handle the increasing workload on pollution issues.
