Assistance to NGOs in the Promotion, Conservation and Preservation of  Environment

 
  The main purpose of this scheme is to promote and assist various NGOs  in the conservation, preservation of environment and pollution control activities.  Non Governmental Organization play a vital role in the popularization of Govt. policies and various measures being taken by the Government Department for controlling the degradation of environment.   NGOs also play an important role in the identification of local problems. The objectives of the schemes are to utilize the expertise available with Non-Governmental Organizations, which are engaged in environment related activities, for developing various programmes and activities for promotion, conservation and preservation of environment of Natinal Capital Territory of Delhi. The schemes provide financial support to NGOs for the development of projects and programmes relevant to ecology and environment.

Guidelines for Financial assistance to NGOs
   
  Promotion of Manufacturing Eco-Friendly Products from recycled plastics, hand made paper etc. :-

The Hon’ble High Court of Delhi UICWP No. 6456/2004 has directed that suitable action plan for encouraging/promoting manufacturing of products made out of recycled plastics into dustbins, mats, cloth, hangers etc.
This issue has been taken by the Dept. of Environment with Khadi & Village Industries commission they have informed the Dept. that under the KVIC “Prime Minister Employment Generation programme” the scheme for manufacturing of products made out of recycled plastic, manufacturing of hand made paper bags etc are available.

2. Aim and objective of the Schemes
  1. To promote and assist various Non-Governmental Organization in the conservation, preservation of environment and pollution control activities as well as to implement various programmes of Environment Department through NGOs.
  2. To involve Residence Welfare Associations (RWA's) in various environment conservation activities and provide assistance for carrying out various environmental/ pollution control activities/ projects such as waste management, water conservation, eco-care programmes etc.
3. Cost of the Scheme/ Project, Major components and date of approval Cost of scheme: Rs.250 lakhs
Major components are:
  1. Provide financial assistance to NGOs for action-oriented projects in respect of community level and school/college level environmental improvement programme.
  2. Provide financial assistance to RWAs for action oriented projects respect of community level environmental improvement programme.
4. Year of Commencement, Target date of completion and present status Since 9th Plan and continuing till date.
5. Outlay and expenditure (Rs. In lacs) for previous plans
  • Expenditure upto 9th Plan, if any:
  • Approved outlay 10th Plan (2002-07) : 180 lakhs
  • Expenditure incurred during 2002-03 to 2005-06: 23 lakhs
  • Outlay & Anticipated Expenditure during 2006-07: 30 lakhs
6. Outlay proposed for 11th Five Year Plan (2007-12) and annual Plan 2007-08 (in case of spill over scheme from 10th plan, the same may be highlighted specifically):
  1. Total Plan Outlay Proposed:
    1. 11th Five Year Plan (2007-12): 250 lakhs
    2. Annual Plan (20074-08): 50 lakhs

    For RWAs: 20 lakhs

7. Physical Targets & Achievements for previous plans
  • To promote and assist various Non-Governmental Organization in the conservation, preservation of environment and pollution control activities and to implement various programmes of Environment Department through NGOs.

Achievements during 2002-03 to 2005-06: Following projects were carried out :
  1. Mobilization & Participation of Community People of Unauthorized Colonies in Participatory Waste Management of Uttam Nagar Area in waste management.
  2. Waste Minimization/Management & Recycling of Non/Biodegradable of Garbage
  3. Water Harvesting
  4. Local initiatives in Bhagidari- A Pilot Project
  5. Organize training cum awareness camp to train and create awareness among the rag pickers/waste collectors
  6. Minimization & Management of solid Waste in Janata Flats Area of Vivek Vihar, New Delhi
  7. To Conduct Participatory on site workshops in 10 notified areas to facilitate replication of good solid waste handling practices, under the Municipal Solid Waste (MSW) Rules, 2000 and Delhi Plastic Bag (Manufacture, Sales and Usage) and Non-Biodegradable Garbage.
  8. Multi Dimensional Approach Towards environment Friendly Cities: Slum Community & Sanitation in Delhi
  9. Training Hospital Staff on Issues Related to Bio-Medical Waste
  10. Conduction awareness, training programs for healthcare personnel of large hospitals ins Delhi
  11. Setting up Mini Waste Paper Recycling Units
  12. CMS Vatavaran 20052 Environment & Wild life Film Festival (21-24 Nov, 2005)
  13. Installation of Rain Water Harvesting System by Som Vihar Managing Committee, Som Vihar Apartment Owners Housing Maintenance Co-operative Society
